Lassa Fever Update from the Nigeria Center for Disease Control (NCDC) Lassa fever is a viral infection caused by the Lassa fever virus. The virus is primarily transmitted to humans via contact with excreta from rats. The disease occurs throughout the year, but more cases are recorded during the dry season. The Nigeria Centre for Disease Control (NCDC) has intensified its response to the Lassa Fever outbreak as the number of confirmed Lassa Fever cases from January 1 this year rose to 317 as at the 25th of February 2018, crossing the total number of confirmed cases recorded in 2017. Three states in Nigeria; Edo, Ondo and Ebonyi State carry 85% of the burden of Lassa fever cases currently. Read the full update here Situation Report: From 1st January to 25th February 2018, a total of 1081 suspected cases, and 90 deaths have been reported from 18 active States- (Edo, Ondo, Bauchi, Nasarawa, Ebonyi, Anambra, Benue, Kogi, Imo, Plateau, Lagos, Taraba, Delta, Osun, Rivers, FCT, Gombe and Ekiti) Fourteen Health Care workers have been affected in six states –Ebonyi (7), Nasarawa (1), Kogi (1), Benue (1), Ondo (1) and Edo (3) with four deaths in Ebonyi (3) and Kogi (1) A total of 2845 contacts have been identified from 18 active states and 1897 are currently being followed up Responses: National Lassa Fever multi-partner multi-agency Emergency Operations Centre (EOC) continues to coordinate the response activities at all levels. The EOC operates on six major pillars: Coordination, Surveillance/Epidemiology, Case management/Infection Prevention and Control/Safe Burial, Risk Communication, Logistics and supplies and Laboratory. Response activities revolve around these pillars. The members of the EOC are drawn from various Ministries including the Ministries of Agriculture and Environment, as well as partner agencies. As the outbreak continues with more states reporting confirmed cases, the NCDC encourages all states to set up state-level EOC for proper and better management of response activities. With the activation of the National Reference Laboratory in Abuja, the testing capacity in Nigeria has increased from two to three laboratories. This is in addition to the Irrua Specialist Teaching Hospital and the Lagos State University Teaching Hospital, which were previously the only two laboratories with the capacity to diagnose Lassa fever. Speech By His Excellency, Muhammadu Buhari, President Of The Federal Republic Of Nigeria At The 61st Independence Anniversary Of The Republic Of Ghana, 6th March 2018. On behalf of the Government and people of the Federal Republic of Nigeria, I am honoured by the special invitation extended to me by His Excellency, President Nana Addo Dankwa Akufo-Addo on this auspicious occasion of the celebration of the 61st Independence Anniversary of the Republic of Ghana. I am delighted at the warm reception accorded me and my entourage since our arrival in this beautiful city of Accra. Your Excellency, I would like to pay special tribute to all leaders of the Republic right from the era of the late first President, Dr. Kwame Nkrumah to date. We must acknowledge their various contributions. In the words of Kwame Nkrumah “those who would judge us merely by the heights we have achieved would do well to remember the depths from which we started”. No words can sum it up better as we are all familiar with our colonial era journey and its ups and downs. My tribute also goes to all those who have paid the supreme sacrifices in the cause of nation-building. Distinguished Ladies and Gentlemen May I extend my personal congratulations to President Akufo-Addo on your successful one year in office with special note on the strides recorded by your administration within a space of just 365 days. From Nigeria, I have watched closely your achievements, ranging from your ingenious approach to creating jobs for the teeming youths through various initiatives, including the repositioning of agriculture for modern farming, ‘Farming for Jobs and Food’, Senior High School (SHS) free education, One-District-One-Factory, and One-Village-One-Dam as well as the improvement being recorded in the Republic’s macroeconomic indicators. All these efforts, I am aware, have made Ghana to become a good destination for foreign direct investment just like Nigeria. Accept my congratulations! Your Excellency, My tributes to you and the people of Ghana will not be complete without acknowledging your efforts at tackling corruption, which has eaten into the fabrics of our societies. I congratulate both the government and the Parliament for the quick passage of the Office of the Special Prosecutor Act and its signing into law. Your Excellency can be assured that you have a good partner in me as I look forward to any form of collaboration between Nigeria and Ghana in tackling the menace of endemic corruption. Given all these public policies, it becomes reassuring that with the right leadership, Africa’s drives to eradicate poverty and to entrench democracy is on course. Distinguished Ladies and Gentlemen Nigeria and Ghana share close cultural and historic ties, which have continued to shape our bilateral relations. Once again, I note with pride that our common colonial experience, as well as parallel socio-economic and political development and the patriotic vision of our leaders have helped greatly in shaping this unique relationship not only in West Africa sub-region but in our collaborative actions internationally. It is therefore my strong desire that we owe it as a duty to ensure that our good peoples continue to live in each other’s countries unhindered. Our newly rejuvenated Permanent Joint Commission for Cooperation has already provided us with good platform in resolving any differences while focusing on our main developmental objectives. Your Excellency, Permit me to put on record, Ghana’s untiring efforts in brokering peace in Togo, by bringing all the warring parties to the negotiation table. I am appealing to the opposing parties in Togo to please come together and resolve their differences so that Togo will move forward. In the same vein, I wish Nigeria and Ghana to continue to provide the impetus in realising the objectives and ideals of the founding fathers of the Economic Community of West African States (ECOWAS), to ensure security, peace and development of our region. Your Excellency, Distinguished Ladies and Gentlemen, On behalf of the Government and people of Nigeria, I join other well-wishers to congratulate the Government and the good people of Ghana on this momentous occasion of your celebration of freedom. Press Release: Dapchi Update: FG Releases Names of Missing Girls, Gives Breakdown (List Attached) The Federal Government has released the names and other details of the 110 girls who have yet to be accounted for, following the attack on the Government Girls Science and Technical College (GGSTC), Dapchi, Yobe State, on 19 Feb. 2018. The list was contained in a statement issued in Abuja on Tuesday by the Minister of Information and Culture, Alhaji Lai Mohammed, who has twice led a Federal Government delegation to Yobe since the tragic incident occurred. The list, which was handed over to the Minister by the Yobe State Government, contains the name, age and class of each of the 110 students. Out of the 110 missing girls, 8 are in JSS1, 17 in JSS2, 12 in JSS3, 40 in SS1, 19 in SS2 and 14 in SS3. The girls’ ages range from 11 to 19 years. The list, which also contains the contact address and phone number of each missing girl, was verified by a 26-member Screening Committee that includes the Executive Secretary, State Teaching Service Board, Musa Abdulsalam; Director, Schools’ Management, Ministry of Education, Shuaibu Bulama; Principal of GGSTC, Adama Abdulkarim; the two Vice Principals, Ali Musa Mabu and Abdullahi Sule Lampo; Admission Officer, Bashir Ali Yerima, and the Form Masters for all the classes. Meanwhile, the Chief of Air Staff, Air Marshal Sadique Abubakar, on Tuesday relocated to Yobe State to personally superintend the search for the girls. The Nigerian Air Force (NAF) had earlier deployed more platforms to the Northeast for the search, as the security agencies ramp up their efforts to locate and rescue the girls. State House Press Release: President Buhari Re-Appoints Segun Awolowo NEPC Chief Executive Officer President Muhammadu Buhari has approved the re-appointment of Mr Olusegun Awolowo as Executive Director/Chief Executive Officer of the Nigerian Export Promotion Council (NEPC). According to a letter signed by Mr Boss Mustapha, Secretary to the Government of the Federation, the appointment lasts for four years. The Committee, which will be chaired by a military officer of the rank of Major General, comprises one senior Provost each from the Nigerian Army Nigerian Air Force, Nigerian Navy; Reps of the National Intelligence Agency, Defence Intelligence Agency, the Nigerian Police, Department of Security Service, Nigeria Security and Civil Defence Corps; two Reps of the Yobe State Government and a Rep of ONSA. The committee was convened by the National Security Adviser (NSA), Maj.-Gen. Babagana Monguno (rtd). Terms of reference include ascertaining the circumstances surrounding the abduction, confirming the presence, composition, scale and disposition of security in Dapchi and in GGSTC before the incident, and suggesting measures that can lead to the location & rescue of the girls. The panel, which is expected to submit its report by 15 March 2018, is also saddled with recommending measures to prevent future occurrence. The Committee will be inaugurated on Wednesday 28 February 2018.

Update On Missing Girls Of Government Science & Technical Girls College, Dapchi, Yobe State. President Buhari on Wednesday February 21, 2018, directed that a Federal Government delegation proceed to Dapchi for an on-the-ground assessment. The delegation, led by Minister of Information, Alhaji Lai Mohammed, has travelled to Dapchi twice, first on Thursday February 22, and then on Sunday February 25. They visited the School, met with the parents and guardians of the missing girls, the Governor of Yobe State, and the military. The Nigerian Military has since mobilised to Dapchi in search of the missing girls and the arrest of the attackers. The Military is being supported with aerial surveillance by the Nigerian Air Force. |

Dana Airlines Flight 9J0363 operating from Abuja to Porthacourt on February 20th, 2018 landed at approximately 1930Hrs and overshot the runway. Cause of incident still unknown but under investigation. Aircraft damaged, Nigerian Civil Aviation Authority (NCAA) and Accident Investigation Bureau (AIB) notified and already in control. Federal Airport Authority of Nigeria secured perimeter scene of incident. 50 Souls On Board (SOB) made up of 44 passengers and 6 crew. Thankfully, all passengers and crew were safely evacuated without injury. The Consumer Protection Council congratulates relevant airport and aviation authorities, as well as the airline for this safe evacuation and management of what could otherwise have been tragic. The Council further calls for calm as we await more information and a detailed investigation by the Accident Investigation Bureau in compliance with ICAO standards. In addition, the Council has been in communication with the airline and NCAA. The Council understands that Dana has provided logistic support and accommodation to passengers. The Council insists this must comply with minimum standards in accordance with prevailing Regulations under Part 19 Nigerian Civil Aviation Rules (NCAR). An open, transparent, sensitive and responsive approach by the airline and relevant authorities is vital to sustaining confidence and assuring consumers. The Council welcomes this openness and attention to consumers, including providing medical or psychological support where necessary. The Honourable Minister of Pawer, Works and Housing, Babatunde Fashola said that the Federal Executive Council on February 14, 2018 approved a Memo for the augmentation of the contract sum for the construction of Tincan Island Trailer and Truck Park—from N8.66 billion to N9.553 billion—following an increase in the scope of work (including shoreline protection). The project, one of the Federal Government's ongoing efforts to bring relief to the Apapa area, is scheduled for completion in 2018.

As part of the government’s efforts to revamp our electric power supply, the Transmission Company of Nigeria (TCN) has expanded its capacity to transmit the entire 7,000MW of electricity generation capacity of Nigerian Gencos. Today, The Minister of Power, Works and Housing, Babatunde Raji Fashola, commissioned two 100MVA and 132/33kv Transformers in Katampe and Apo areas of FCT respectively. These have increased electricity capacity to 220MVA and 290MWA respectively. You would ask, “So how does this affect me as an Abuja resident?” Simple! Do you live or work in the following areas: Gwarimpa, Life Camp, Jabi, Kado, Jahi, Wuye, Maitama, Mpape, Katampe I and II, Mabushi, Garki, Gudu, Guzape, Asokoro, Apo Resettlement, Wumba, Apo Mechanic Village or parts of Lugbe and Nnamdi Azikiwe International Airport? If yes, the results of the above project means you will begin to experience improved power supply. And the TCN aren’t stopping there. The TCN, in conjunction with the Nigerian Electricity Transmission Project and the World Bank, are set to also upgrade the capacity of the 132/33kV substation in Central Area. This means more light in more parts of Abuja!!! There’s more. TCN is implementing the Abuja Transmission Scheme (ATS). Through the scheme, five new substations and 3 transmission lines will be constructed. The transmission lines will involve the third 330Kv transmission line into Abuja, a 330kV line that cuts through Abuja to Shiroro (Niger state) and another 330kv line that cuts through Abuja to Ajaokuta. Out of the five substations, two of the new 300/132/33kv substations will be sited at the West Main (Lugbe) and New Apo. The three other 132/33kv substations will be sited at Lokogoma, Kuje and Gwarimpa. The Federal Government is also collaborating with Japan to install Capacitor Banks worth over $10 million at Apo and Keffi substations to improve the quality of power supply. This collaboration will also extend towards rehabilitation of Apapa, Akangba, Isolo and Ikeja West Substations in Lagos. Change has Come!!! |

Ministry of Finance: Nigeria is set to issue a US$2.5 billion Eurobond; a follow-up to the US$3bn Issuance in late 2017. Transaction Advisers have been appointed for the Issuance. The Nigerian Ports Authority: The Nigerian Ports Authority has declared total revenue of N299.56bn for the 2017 fiscal year. The 2017 revenue exceeded the previous year’s N162.20bn by 84.65 percent and is the highest ever generated by the agency. From the Ministry of Finance: The Ministry of Finance has so far released N1.2 trillion under the capital expenditure component of the 2017 Budget -- which took effect from June 2017. In terms of capital spending, the 2017 Budget is on course to eclipse the 1.3 Trillion Naira released in the 2016 Budget -- the highest ever in Nigeria's history. PODECast Newsletter (February 12 2018): Federal Executive Council Meeting - Wednesday Feb 07, 2018 The Meeting was presided over by President Muhammadu Buhari. At the end of the meeting, Minister of Interior Abdulrahaman Bello Dambazzau, Minister of Aviation Hadi Sirika, Minister of Communications Adebayo Shittu, and Minister of Finance Kemi Adeosun, briefed the Press. Minister of Information Lai Mohammed presided over the FEC briefing. Highlights of the briefing: -Minister of Communication: Minister of Communications Adebayo Shittu revealed that three main projects and three policies have been approved by the Council since 2015. Projects: a. Radio Communication Monitoring project, in five locations across the country - including Lagos, Gusau, Azare and Ogoja. This project will help the Nigerian Government detect illegal usage of non-commercial radio frequencies (the radio frequencies used by airlines, oil companies, etc; as opposed to the ones used by media broadcasting houses). The project, started in March 2017, is about 63% completed, and is scheduled for completion by March 2018. According to the Minister, in 2017 Nigeria earned about N600 million from licensing of non-commercial radio frequencies, and stands to earn even more by ending illegal and unauthorized use. b. Approval for the NPITI-2 Project: The national ICT infrastructure backbone programme known as NIPTI 2, and housed in Galaxy Backbone Limited, is being implemented by Huawei with 100% funding from the China Exim Bank. The Project will provide fibre optics connectivity to all Ministries, Departments and Agencies (MDAs) when completed. c. The third project is supplemental to the first, and is aimed at allowing the jamming of any identified illegally-operating radio signals. Policies: a. FEC approved the ICT Roadmap (2017-2020). The ICT Roadmap provides an integrated framework for ICT development in Nigeria and articulates the strategic direction on four pillars namely: Governance; Policy, Legal and Regulatory framework; Industry and Infrastructure; and Capacity Building. FEC approved the resolution of the conflict regarding whether the Federal Ministry of Communications or the Federal Ministry of Science and Technology should supervise certain agencies within the ICT sector. The debate was resolved in favour of the Ministry of Communications: it will continue to have oversight over NIGCOMSAT, NITDA and other agencies. -Minister of Interior: Minister of Interior Abdulrahaman Bello Dambazau briefed that the Ministry got approval for 17 Project and Policy memos for its various agencies -- Nigerian Immigration Service (NIS), Nigerian Prison Service, Federal Fire Service, etc -- since 2015. Some of the approvals are for the procurement of operational vehicles and provision of Local Area Networking (LAN). On February 7 FEC approved the purchase of additional vehicles for use in border security by the Nigeria Immigration Service. -Policy Memos approved include those relating to the strategy to be adopted in dealing with overcrowding in Nigerian Prisons, and improving facilities and welfare for inmates. -Minister of Finance: Minister of Finance Kemi Adeosun said that the Council approved the re-appointment of the consortium that handled Nigeria’s last Eurobond Issuance, to handle the forthcoming Issuance (US$2.5 billion). Members of the Consortium include CitiGroup, Stanbic Chartered, Stanbic IBTC, White & Case, Banwo & Ighodalo, and Africa Practice. This planned Eurobond issuance - already approved by FEC and the National Assembly - is not new debt; it is wholly for refinancing maturing domestic debt (Treasury Bills). -Minister of State for Aviation: FEC approved a Memo to substitute a member of the consortium that will provide transaction advisory services for the establishment of a National Carrier for Nigeria. Council considered and approved the substitution of Lufthansa Consulting with another company called Airline Management Group (AMG), to enable the project continue as planned. Police Press Release, Ogun State Police Command (NO. 177 Dated 07/02/2018) The attention of Ogun State Police Command has been once again drawn to an alleged attack by herdsmen along Lagos/Ibadan expressway as well as an anonymous security alert letter written by a faceless student group urging students and members of public not to travel along that route. The faceless group also posted a simulated voice recording on social media where some people are crying and pleading with their alleged attackers not to kill them. The Command wouldn’t have dignify the disgruntled elements with a response but in order to allay the fears of public, the true security situation along that axis has to be made known to all and sundry. To start with, there is no any attack by herdsmen or any other group in all the stretch of Express Ways across and within Ogun State, we make bold to say that the alleged attack been posted on social media is a lie from pit of hell fire been peddled by those who are not happy with the peaceful atmosphere in Ogun State. The picture attached to the post is a picture of an accident which occurred about Eight years ago exactly on the 31st of July 2010 to be precised; while the purported voice recording was a stage managed one. The Lagos/Ibadan express road is one of the busiest roads in Nigeria and the Command is not oblivious of that fact, for that reason, there has been massive deployment of Police operatives from FSARS, Anti-Kidnapping/cultist unit, PMF as well as Conventional Policemen on surveillance and monitoring operatives and patrols to ward off any act of criminal activities on that road. In as much as there is freedom of speech as guaranteed by the constitution of Federal Republic of Nigeria, such freedom does not licensed anybody to be peddling dangerous rumours that can cause breach of public peace. In view of that, the Command is investigating those behind the senseless rumour with the view of bringing them to justice as they can be best described as enemy of the State. We hereby enjoined the good and peace loving people of the State to discountenance the rumour and go about their lawful businesses without any fear of harassment or attack from anybody or group. Speech: President Buhari’s Remarks at the Commissioning of Comprehensive Special School, Lafia, Nasarawa State: February 6, 2018 I am very pleased to be with you here today in Lafia, the Capital of Nasarawa State. I am, indeed, overwhelmed by the warm reception accorded to me. I am, however, not surprised by this show of love and enthusiasm because, for me, this is home coming. People of Nasarawa have always been with the CHANGE movement, since the early days of the Congress for Progressive Change (CPC) through All Progressives Congress (APC). In 2011, the people of Nasarawa decided to vote for CHANGE, voted for the CPC in order to have a government for the people, and in 2015 they voted for continuity. Today, I am obliged to reiterate Governor Al-Makura’s proclamation that, indeed, Nasarawa State is my political home. Since the inauguration of His Excellency Umar Tanko Al-Makura as the Governor of Nasarawa State in May, 2011; the occasion which I attended personally, I have been following the trend of events in the State and the reports I received are that of execution of many projects. Accordingly, during my campaign visit to Nasarawa State in 2015, I noticed the transformation within Lafia metropolis. Earlier this morning, I commissioned an Electronic Library, a Fire Service facility and Township Road. And now, I am here to commission a Special Needs School. Later today, I will also commission a Model Primary Health Care Centre and Karu International Market. This is the CHANGE people of Nasarawa voted for. I must add that these projects, I believe, were executed owing largely to the frugality of Governor Al-Makura in the management of the meagre resources at the disposal of the Administration in the State. Excellencies, distinguished ladies and gentlemen, the Lafia Comprehensive Special School is a demonstration of our collective ambition to uplift the standard of living of all Nigerians through social investment policies. This school will cater for the deaf, the blind and other physically challenged. Indeed, this is a clear example of our inclusive policy where no child, man or woman will be left behind. This is a well-thought out initiative to give hope to a key segment of the society that has been ignored and neglected by the previous governments. We must help our disabled to contribute to their development and self-reliance. Let me use this opportunity to stress that the CHANGE philosophy which precipitated the APC Government will continue to idealize and identify issues that are critical to our socio-economic development with a view to proffering lasting solutions to them. I want to assure Nigerians that we would intensify our commitment towards the realization of the cardinal objectives of this Administration anchored on securing lives and property, curbing corruption and ensuring economic growth through diversification. I am also particularly pleased to launch the Pilot Scheme of the Community Health Influencers, Promoters and Services (CHIPS), National Programme here at Kwandare- Lafia Local Government Area and to direct the Federal Ministry of Health to synergize with other States to roll out the programme to enable the less privileged and the rural dwellers to have access to health services. Considering the proximity of the Nasarawa State to the Federal Capital Territory, Government will site Federal projects that will attract foreign investments to Nigeria, taking into cognizance the daily influx of people to the State from within and outside the country. In this regard, I want to assure you that all ongoing strategic projects, especially the power transmission sub-stations and roads network would be completed to further enhance the socio-economic development of Nasarawa State and the north central region. I also want to assure the people of the north central and indeed all Nigerians, that Federal Government is working day and night to ensure peace and stability returns. We have deployed additional resources to all affected areas to maintain law and order. The attacks by suspected herdsmen and other bandits will not be tolerated. I appeal to all Nigerian to refrain from attacks. The security agencies have standing instructions to arrest and prosecute any and all persons found with illegal arms. I would like to once again express my condolences and sympathies to all the affected victims of these barbaric acts. It took stock of practical results achieved from approvals given to various Ministries by the Council, since 2015. At the end of the meeting, Minister of Information Lai Mohammed chaired the FEC briefing, in which the Ministers of Finance, Kemi Adeosun; Power, Works and Housing, Babatunde Fashola; and Mines and Steel Development, Kayode Fayemi, participated. Highlights of the briefing: Ministry of Power, Works & Housing - Minister of Power, Works and Housing, Babatunde Raji Fashola on behalf of the Ministry presented a report detailing the FEC approvals obtained since 2015. According to him, the Ministry obtained 66 FEC approvals in total, covering Roads, Power projects (the Transmission Company of Nigeria (TCN) projects, Katsina Windmill, Afam 240MW additional power, Mambilla 3,050MW, evacuation of Azura Power's 459MW, among others), and Federal Housing projects, including the construction of Federal Secretariats in a number of States. Minister Fashola also revealed that the implementation of these projects led to the creation of more than 69,000 jobs. Ministry of Mines & Steel Development - Minister of Mines and Steel Development Kayode Fayemi disclosed that the Ministry has received FEC approvals for 10 policy and project related initiatives, since 2015. These include: -Approval for the establishment of National Council on Mining & Mineral Resources Development; -Approval for a Bill to create new regulator - Nigerian Mining & Minerals Commission, which will serve as industry regulator, responsible for mining licensing and administration, and environmental compliance (that Bill is currently before the National Assembly for passage into law) -Approval for access to the Natural Resources Development Fund (NRDF) to enable the Ministry carry out aeromagnetic survey of the entire country, to acquire credible data for potential and existing investors and prospectors. -Approval for the creation of a Task Force and the deployment of resources to tackle illegal mining; -Approval for Funding support to artisanal and small-scale miners, through a 5%-interest Fund managed by Bank of Industry (BoI); -Amendment of laws and improvement of enforcement (including the revocation and re-awarding of idle licenses); and -Approval for the establishment of a National Council on Mining, which has led to improved relationships between the Federal Government, States and Host Communities. Ministry of Finance - The Council on January 31, 2018 approved a contract for the purchase of vehicles for the use of a Nigerian Customs Service-led Task Force being assembled to tackle rice smuggling into Nigeria. The Task Force will utilize intelligence currently being gathered on smuggling routes and strategies for effective responses by a dedicated multi-agency government team. Numbers: a. From the Manufacturers Association of Nigeria (MAN): Nigeria’s manufacturing sector is outperforming some of its African peers with capacity utilisation moving up from 44.3% in 2016 to 55% in 2017 while the Nigeria’s Purchasing Managers’ Index (PMI), as measured by the Central Bank of Nigeria (CBN) expanded for the tenth consecutive month in January 2018, at 57.3 points. b. From the Federal Inland Revenue Service (FIRS): Tax revenue collected totalled N4.03 trillion in 2017, 82.38% of the N4.89 trillion target set for the Service by the Federal Government during the period, and N720 billion (22 percent) more than the N3.31trillion generated in 2016. c. From the Nigerian Investment Promotion Commission (NIPC): Nigeria secured US$66.36 billion worth of investment commitments for 112 projects across 27 states and the FCT in 2017. From the Debt Management Office (DMO): N196.3 million was raised through the first auction of the Federal Government Savings Bond issued in the second week of January 2018. Subscription has opened for the February Savings Bond today, and closes on Friday February 9, 2018. f. From the Social Investment Programme (SIP): Over 246 million meals have been served to date to primary pupils across 20 states in the country, since the National Home Grown School Feeding Programme (NHGSFP) kicked off in December 2016. The total figure is expected to reach 313 million meals by the last week of February 2018. Also, the School Feeding Programme now feeds 6,044,625 pupils in 33,981 public primary schools across 20 states. The Conditional Cash Transfer (CCT) has so far recorded over 280,000 beneficiaries in 21 states, while about 300,000 Government Enterprise Empowerment Programme (GEEP) interest-free micro-credit loans have been disbursed nationwide. Finally, the N-power scheme, which is targeted at providing jobs for unemployed young graduates, has recruited 200,000 youths, and will increase that number in 2018. #TheYearOfInfrastructure - On Friday February 2, 2018, Minister of Power, Works and Housing, Babatunde Fashola, paid an inspection visit to the 450MW Azura Independent Power Plant in Benin, Edo State. Azura's 1st turbine was synchronised to the national grid on December 20, 2017, seven months ahead of schedule. Two days later, that 1st turbine hit its base load of 150MW. Recall that work on the privately-funded and owned Azura Plant was stalled prior to the emergence of the Buhari administration because the approvals and agreements required to source for funds were not signed, for more than a year. President Buhari finally signed upon assumption of office, enabling the investors to commence construction. - The road projects being funded by the 100 billion Naira Sukuk Bond raised in 2017 are ongoing. Currently, Nigeria's stock market is one of the best performing, with gains in excess of 40%.

As part of efforts to make Sambisa Forest habitable and also a training ground, the Nigerian Army is following up its ongoing clearance operations with road construction into the heartland of the forest and adjoining towns. Already, work has commenced in earnest along Gwoza-Yamteke-Bitta road, as well as the reconstruction of the road from Gwoza-Yamteke-Bitta-Tokumbere, leading into the Sambisa Forest.

Federal Executive Council Meeting - Wednesday Jan 24, 2018 The Meeting, presided over by President Buhari, took stock of practical results achieved from approvals given to various Ministries by the Council, since 2016. At the end of the meeting, Minister of Water Resources Suleiman Adamu, Minister of Agriculture Audu Ogbe, Minister of Health Isaac Adewole, and Minister of State, Power, Works and Housing Mustapha Baba Shehuri, briefed the press. Minister of Information Lai Mohammed presided over the FEC briefing. Highlights of the briefing: Ministry of Water Resources - Minister of Water Resources Suleiman Adamu revealed that the FEC approved a memo for the completion of an abandoned irrigation project benefiting Kano and Jigawa States. He said the project, which has been abandoned since 2000, at 50 percent completion, will increase irrigation hectarage in Nigeria by more than 2,000 hectares. According to him, it is one of the 116 large-scale abandoned/uncompleted projects inherited when he took over as Minister in 2015. The estimated completion period for the project is 24 months. Ministry of Health - Minister of Health Isaac Adewole said that the Ministry sought and got 9 FEC approvals - one of them is the new National Health Policy (the third so far - 1988, 2004 and 2016), which provides the framework for implementation of many of the Ministry’s activities for Nigeria’s health sector. Other approvals include the inclusion of NYSC members in the National Health Insurance Scheme; the Bill for an Act to give legal backing to the Nigeria Center for Disease Control (NCDC); ratification of a Joint Venture between the Federal Government and May & Baker Nigeria Plc for the production of vaccines in Nigeria (first batch of local vaccines expected within two years); and the rollout of new, improved Yellow Cards (Vaccination Certificates) - machine readable and possessing advanced security features. Ministry of Agriculture - Minister of Agriculture Audu Ogbeh said the Ministry has since 2016 implemented FEC approvals in pest control, and the training and distribution of high-yielding seed varieties to farmers. According to him, 11 states benefited from pest control during the harvest season, following the attacks of quelea birds and locusts from Niger Republic. Office Of The Vice President Press Release We Will See The End Of Herdsmen-Farmers Clashes, Says VP Osinbajo *Bachama, Batta leaders commend Buhari administration’s efforts in resolving crisis Although the herdsmen-farmers’ clashes predate this administration, indications are that the Buhari presidency will end the clashes and the violence associated with it. This was stated by the Vice President, Prof. Yemi Osinbajo, SAN, today while receiving a delegation led by the traditional rulers of Batta and Bachamma communities in Adamawa State: HRM Hama Batta, Homun Alhamdu Teneke (JP); and HRM Hama Bachamma, Homun Honest Irmiya Stephen (JP). “President Muhammadu Buhari is determined to resolve the herdsmen-farmers clashes in Adamawa State and return peace and order to the affected communities,” Prof. Osinbajo said. He further said, “Much damage has been done, not just security-wise, but to the psyche of the people; due to the series of attacks, people are afraid. We are also looking at repairing the damage that has been done to the infrastructure of the communities and rehabilitate the people.” It would be recalled that following his visit to affected communities in Adamawa State on the 5th of December, 2017, the Vice President had commenced a series of national consultations with all relevant groups designed to find a lasting solution to the farmers-herders conflict in parts of the country. In the first of the series, Prof. Osinbajo had a meeting on the 11th of December, 2017, with the Emir of Kano, Muhammadu Sanusi II; the Lamido of Adamawa, Muhammadu Barkindo Aliyu Musdafa; elder statesman, Mallam Ahmed Joda; and other leaders of the Fulani communities. On the issue of proffering permanent solution to the crisis, Prof. Osinbajo further said the report provided by the National Animal Production Research Institute (NAPRI), Zaria, would be considered. Speaking further, Prof. Osinbajo admonished the people of the affected communities to embrace peace and not to seek revenge. He emphasized that it was important to disarm anyone caught with arms and weapons as it was, by law, an offence for anyone to carry unlicensed firearms. In his remarks, the Hama Batta thanked the Vice President for the invitation and his visit to the affected communities late last year. He said, “We came to thank you for your visit (to Numan communities). You made promises of relief materials when you visited, and the relief materials were brought. Also, the Special Forces that you promised responded on time. There is also now a police command with a Commissioner of Police.” Also speaking, the Hama Bachamma echoed the words of the Hama Batta, and thanked the Presidency for its efforts so far in tackling the issue.
