Well that is your opinion. Wode Maya uses the word development at the beginning and ranks Abuja his most developed Nigerian city. So he was clear on what he was talking about in the context of Nigeria and Ghana. I'm sure if he was asked to compare Abuja and Capetown for instance, he would have put some qualifiers to say Capetown is more developed but Abuja is quieter and stuff like that but in thinking of Ghana and Nigeria, it is clear he considers both Abuja and Kigali as up there.

Some issues like slums, open gutters, sewage etc are common with old cities and Accra is not exception. Just take the best areas of Accra, Lagos, Nairobi, Dar Es Salam etc and compare to the entire Abuja and it will be a mere estate housing
