It doesn't take 1 month for any bill to be signed if the president wants it. A bill recently got passed within 3 weeks in the US under Biden, I can't remember the particular bill right now.

In a nutshell, Trump was just bluffing then, if he needed it done, it would have happened just as other things he did against China during his first term.
