I know this area well. Does he have a car? That's the only way the road and his movement to and fro can be bearable. Security is not a problem here though. The road is the issue.

What's the distance to Ikeja Lagos? Yes he he has a car, doesn't even live in Nigeria he just want to buy it as family holiday house but will put a family member there. He's a faaji like so likes places like around Ikeja, Egbeda environs and has family house there
