Rivers State Governor, Nyesom Wike Dennis Naku, Port Harcourt The Rivers State Governor, Nyesom Wike, said on Monday that the new structure for teachers announced by the Federal Government would create crisis for the country’s educational system. Wike stated this during a courtesy visit on him by representatives of the Board of the College of Medical Sciences, Rivers State University, at the Government House, Port Harcourt. Wike in a statement by the state Commissioner for Information and Communications, Paulinus Nsirim, was quoted as saying that while it was good to give teachers a new salary scale, it was also important not to politicise such a sensitive issue. The governor pointed out that it was “good to give teachers special attention because of their strategic role in the society but such policy should be properly implemented.” He said, “The clamour for a new revenue formula by states has not received any attention by the Federal Government despite the obvious need for the review; they are rather imposing a new financial burden on the states without consulting them.” [READ ALSO] Cassava theft: Rivers woman stripped naked, brutalised by vigilantes Wike said his administration will provide basic infrastructure that will make the College of Medical Sciences of the state university one of the best in the country. FAAC: FG, States, LGs Share N682.060bn As Allocation For August, 2020 By Etuka Sunday The Federation Accounts Allocation Committee (FAAC) has shared a total of N682.060 billion August 2020 federation account revenue to the Federal, States and Local Government Councils and agencies. This was made known after the monthly Federation Account Allocation Committee (FAAC) meeting for September 2020 held through virtual conferencing; chaired by Dr. Mahmud Isa-Dutse, Permanent Secretary, Federal Ministry of Finance. The gross statutory revenue of N531.830 billion was received for the month of August 2020. This was lower than the N543.788 billion received in the previous month by N11.958 billion. The gross revenue available from the Value Added Tax (VAT) was N150.230 billion as against N132.619 billion available in the previous month, resulting in an increase of N17.611 billion. A communiqué issued by the Federation Account Allocation Committee (FAAC) indicated that from the total distributable revenue of N682.060 billion; the Federal Government received N272.905 billion, the State Governments received N197.648 billion and the Local Government Councils received N147.422 billion. The Oil Producing States received N30.881 billion as 13% derivation revenue, while cost of revenue collection and transfers collectively had allocation of N33.205 billion. The Federal Government received N251.948 billion from the gross statutory revenue of N531.830 billion; the State Governments received N 127.791 billion and the Local Government Councils received N98.522 billion. N30.881 billion was given to the relevant States as 13% derivation revenue and N22.689 billion was the collective total for cost of revenue collection, transfers and refund to agencies. The Federal Government received N20.957 billion from the Value Added Tax (VAT) revenue of N150.230 billion. The State Governments received N69.857billion; the Local Government Councils received N48.900 billion, while cost of revenue collection and transfers collectively had allocation of N10.516 billion. The Communiqué stated that for the month of August 2020, Oil and Gas Royalty, Companies Income Tax (CIT), Import and Excise Duty and Value Added Tax (VAT) increased considerably, while Petroleum Profit Tax (PPT) decreased significantly. The balance in the Excess Crude Account (ECA) as at 17th September, 2020 was $72.409 million. |

FG, States, LGs Share ₦547 Billion For May Allocation Victor Akande Victor Akande 52 mins ago Minister of finance The Federation Accounts Allocation Committee, FAAC, on Wednesday at its virtual meeting shared to the three tiers of government a total sum of N 547.309bn as federation allocation for the month of May 2020. FAAC’ s virtual meeting was chaired by the Permanent Secretary, Federal Ministry of Finance, Budget and National Planning, Mahmoud Isa – Dutse, according to a statement issued by the ministry in Abuja on Wednesday night. The ministry stated that from this amount, inclusive of Value Added Tax, exchange gain and excess bank charges recovered, the Federal Government received N 219.799bn; states, N152.436 bn; Local Government councils N114.095bn: while the oil – producing states received N 37.021 bn as derivation (13 per cent of mineral revenue) . “However, the cost of collection/ Federal Inland Revenue Refund /Allocation to North East Development Commission was N 23.958 bn,” the statement added. It said a communique issued by the Federation Account Allocation Committee at the end of the meeting indicated that the gross revenue available from the VAT for May 2020 was N 103. 873bn , against N 94.498 bn distributed in the preceding month of April 2020 , resulting in an increase of N9 .377bn . It said the distribution was as follows, Federal Government got N 14.49 bn; states, N 48.301 bn; Local Government councils, N 33.811 bn; while derivation got N 0.000; and cost of collection/ FIRS refund/allocation to NEDC was N 7.271bn. The statement added that the distributed statutory revenue of N 413.953bn received for the month was higher than the N 370.411bn received for the previous month by N 43.542bn. From this, the Federal government received N 191.58 bn; states, N 97.172 bn; Local Governments, N 74.915bn; derivation got N 33.599 bn; and cost of collection was N16.687 bn. The April 2020 edition of the monthly Federation Account Allocation Committee (FAAC) meeting will hold through video conferencing. This is due to the lockdown occasioned by the COVID-19 pandemic. The Chairman of the Forum Hon. David Olofu made this disclosure when he led a delegation of the Forum to pay a solidarity visit to the Accountant- General of the Federation. Apart from being the first time the monthly FAAC meeting will hold remotely, another interesting feature of the meeting will be the deliberations on the expected fall in the revenue and amount to be shared by the three arms of government given the fall in the price of crude oil. April and May 2020 FAAC meetings are projected to have enough money to share but the June 2020 disbursement has already been taken care of with the federal government withdrawing $150 million from the stabilisation fund of the Nigeria Sovereign Investment Authority (NSIA) to augment the June allocations. Read Also: Fayemi plans to decongest Correctional centre to curb COVID-19 spread During the meeting with the Accountant General of the Federation (AGF) Mr Idris Ahmed, the Commissioners of Finance said they were impressed “by the efforts of the Accountant-General of the Federation in restoring services on the GIFMIS platform less than 24 hours after the fire outbreak.” Olofu, who is also the Commissioner for Finance in Benue State, said they were pleased to learn that no document related to federation accounts was destroyed in the fire outbreak. He commended the Accountant General for the various financial management reforms implemented in the last five years, including the migration of the operations of the Federation Accounts Allocation Committee (FAAC) from manual to electronic processing and distribution of Federation Revenue to the three tiers of government. The Accountant-General of the Federation, Ahmed Idris, in his response commended the delegation for the visit and noted that “the solidarity visit was a clear confirmation of the cordial working relationship that exists between the Forum and the Office of the Accountant General of the Federation.” He restated the commitment of his Office to see through the efficient implementation of the various financial reforms of the Federal Government. |

Rivers State Government closes schools •directs religious organisations to restrict their activities The Rivers State Government has closed all schools in the state and directed all religious organisations to restrict their activities as a result of the global coronavirus pandemic. In a statewide broadcast on Friday, Rivers State Governor, Nyesom Ezenwo Wike said that the action was taken in the interest of Rivers State. The closure affects public and private Primary, Secondary and Tertiary Institutions. He said: "Based on the above precautionary measures, the State can be described to be at an alert state. To further strengthen our resolve to protect our citizens, the State Government has taken the following decisions: "1. All Schools in the State are to be closed down with effect from Monday, March 23, 2020. 2. All Religious Organisations are to restrict their activities." Governor Wike said that his administration took the decision with a deep sense of responsibility. He said: "As you are aware, the World Health Organisation (WHO) has described coronavirus as a global pandemic. This development calls for collective action by all well-meaning citizens. "As a responsive government, even though we have not had a confirmed case of coronavirus, we did not rest on our oars as we set-up a Five-man Inter-ministerial committee to carry out an aggressive public enlightenment that will protect all those living and doing business in the State from the disease. "This decision was taken because we understand that we are the headquarters of the Hydrocarbon Industry and also a major commercial hub in the country that attracts people from all walks of life." The Rivers State Governor noted that with actions taken, the State is alert to address any situation. "The committee had since its inauguration carried out Stakeholder Engagement with Community Development Committees, Religious Groups, Principals and Head teachers of schools, Traders Association, National Union of Road Transport Workers (NURTW), Military, Paramilitary, Police, International Oil Companies and The Association of Local Government Chairmen of Nigeria (ALGON). "In addition to this, radio and television jingles, flyers and billboards have been fully utilised by the committee to pass the prevention message to all the nooks and crannies of the State." The Governor added: "The State Ministry of Health has also been empowered to set up intervention resources: "i. 158 Surveillance and Ad-hoc personnel have been trained. "ii. One Treatment Centre, Holding Centers in the Two Teaching Hospitals and all General Hospitals in the State are fully functional. "iii. All Health Workers, both private and public have been trained and briefed on Infection Control Measures and appropriate use of Personal Protective Equipment (PPE),Hand Sanitizers have been procured, Infrared thermometers have been procured and Stockpiling of other commodities and equipment and we have redoubled surveillance at our Airports, Seaports, Waterways and Land routes." Governor Wike pleaded for the understanding of Rivers people. He said: "My dear good people of Rivers State, as painful as these decisions may seem, it is a sacrifice we must make to protect ourselves in the face of recent developments. "Let me assure all those resident in the State, that the State Government under my leadership is ready and willing to protect their lives at all times. "May I therefore call for the understanding and collective support of all and sundry to keep our State safe from coronavirus. Together, we shall win with God on our side."
