President Muhammadu Buhari has directed that $150 million be withdrawn from the National Sovereign Investment Authority (NSIA). Zainab Ahmed, the minister of finance, budget and national planning, disclosed the approval while addressing journalists in Abuja on Monday. Ahmed said the withdrawal would be made from the NSIA stabilisation fund to augment disbursements by the federation accounts allocation committee to the three tiers of government for June 2020. “Monthly federation accounts disbursements to the federal governments and the state government are ideally projected to have been N888 billion. Due to the significant drop in crude oil prices, FAAC monthly disbursements have declined in recent months to 716 billion in January, N647 billion in February and further down to N581 billion in March 2020,” she said. “Our experience shows that monthly average FAAC receipts should be at N650 billion to allow the federal and state government to meet their current obligations in a healthy manner. “Unfortunately, we project that monthly receipts may decline to as low as N400 billion over the next three to six months. To address this emerging fiscal risks, the president has approved that the sum of $150 million be withdrawn from the Nigerian Sovereign Investment Authority stabilisation fund to support the June 2020 FAAC disbursements. “The fund was created for such emergencies and is to be utilised for this purpose.” Ahmed said the federal government is exploring other options to augment FAAC disbursements over the course of the year. The three tiers of government usually rely on FAAC disbursements and internally generated revenue to meet obligations like salary payments. The NSIA stabilisation fund accounts for 20% of the assets held by the authority. A description of the fund on the NSIA website says the fund will provide “stabilisation support to the federation revenue in times of economic stress”. |

The April 2020 edition of the monthly Federation Account Allocation Committee (FAAC) meeting will hold through video conferencing. This is due to the lockdown occasioned by the COVID-19 pandemic. The Chairman of the Forum Hon. David Olofu made this disclosure when he led a delegation of the Forum to pay a solidarity visit to the Accountant- General of the Federation. Apart from being the first time the monthly FAAC meeting will hold remotely, another interesting feature of the meeting will be the deliberations on the expected fall in the revenue and amount to be shared by the three arms of government given the fall in the price of crude oil. April and May 2020 FAAC meetings are projected to have enough money to share but the June 2020 disbursement has already been taken care of with the federal government withdrawing $150 million from the stabilisation fund of the Nigeria Sovereign Investment Authority (NSIA) to augment the June allocations. Read Also: Fayemi plans to decongest Correctional centre to curb COVID-19 spread During the meeting with the Accountant General of the Federation (AGF) Mr Idris Ahmed, the Commissioners of Finance said they were impressed “by the efforts of the Accountant-General of the Federation in restoring services on the GIFMIS platform less than 24 hours after the fire outbreak.” Olofu, who is also the Commissioner for Finance in Benue State, said they were pleased to learn that no document related to federation accounts was destroyed in the fire outbreak. He commended the Accountant General for the various financial management reforms implemented in the last five years, including the migration of the operations of the Federation Accounts Allocation Committee (FAAC) from manual to electronic processing and distribution of Federation Revenue to the three tiers of government. The Accountant-General of the Federation, Ahmed Idris, in his response commended the delegation for the visit and noted that “the solidarity visit was a clear confirmation of the cordial working relationship that exists between the Forum and the Office of the Accountant General of the Federation.” He restated the commitment of his Office to see through the efficient implementation of the various financial reforms of the Federal Government. 1 Like |
