The Context is very important- Poverty. In economic terms, You can't say someone earning 1 million with 20 children is richer than someone earning 200 thousand catering for 4 children. Kano earning far more than (maybe 10-20 times) ekiti would have to share it's money with a more larger population of people therefore the people won't even feel the value of the money the state is making- and this is one of the issues confronting Nigeria.
