Check the average mpg on your car online first. Then make sure that your cooling system is working as should. Before fixing, make sure there are no hidden over heating issues ooooo, make sure you fix those first.

Is your car the 2.0L variant?? I hope it's not the 2.4L

So, the first thing I did was replace the O2 sensor,but even without the O2 sensor but with my thermostat intact I got 155miles. The previous owner didn't even know it was bad.
Then I installed a new intake manifold filter.
After that I installed my thermostat back and made sure the fan were not working with the ignition, this made a huge difference. I also changed the engine oil to the factory recommended.

Your upstream O2 sensor is the most important, make sure you get a good one. Someone told me on this forum that it would be difficult to get one, but I got one on my first try.

If your fan is a working directly, then I'm afraid you won't be able to achieve that.

If I didn't idle with AC on for 1hr+ maybe I would have gotten to 200 or 190miles+ with that 22 litres.

Let me know if I can be of any assistance.

2002 406 does not parade this engine. This engine (XU10) is found in 1995 to 1998 and few 1999 models.

Therefore, this vehicle is not the 2002 model.
