Actually it does. The browser and it's bookmarks are lumped with the system settings and not differentiated as a standalone app. That's why u can't selectively restore it

I tried configuring my back up
To select d apps I wanted to backup their data
But browser was not among

And I can't recall the last time I saw my browsers bookmark after restoring backup

Pls how did you do this? I have blackberry link in my laptop

On the bb10 go to the Settings.
Go to Network Connections.
Go to Internet Tethering.
Select USB.
Turn on Tethering.

On the computer run the Blackberry Link software for the bb10

Once the software starts, connect the bb10 via the USB cable to the PC.
Open the browser.
You should now be able to cruise the net
And start updating
