Any Nigeria in Paraguay? I need Help On how to get Paraguay VISA

I want to travel to Paraguay for the purpose of obtaining their PR... Please I need help on how to go about this. Do they have embassy in Nigeria? If no, where and how can I apply and cost. And amount I need as bank statement.

I will appreciate a bullet points of documents need for the visa as well.
