If I may, commodification seems like a plausible cause of scarcity of naira notes. Basically, some branch managers sell the newly minted notes to hawkers who sell to those wanting to spray newly minted notes at parties. The unfortunate thing is that these hawkers will keep those notes in stock until they sell them while other people who urgently need naira notes continue to lament because the old notes in circulation aren't enough to meet demand.
