Gujarat International Finance Tec-City popularly known as GIFT City has always been known for its ambitions. Its designed as India's first International Financial Services Centre (IFSC) and a smart city is still a shining example of much needed futuristic urban and financial planning that the world is looking for. Yet, even GIFT City isn’t immune to the real estate hurdles that dot India’s landscape—most notably in the form of the stalled World Trade Center (WTC) project.

The Stalled WTC Project: What Went Wrong?

The World Trade Center Project at GIFT City was a promising project from the start. Towers A and D were completed on time. Towers B and C faced the worst scenario of being stalled, leaving hundreds of buyers under a possession wait and guaranteed returns wait. The complaints in GujRERA started racking up as the investors were left financially uncertain and in the dark.

The challenges were compounded with allegations of fraud against the original promoter, who was eventually arrested, effectively freezing the WTC Noida Development Company.

This chain of events led GIFT City authorities to cancel the development agreement, and to take parts of the project on themselves.

The commercial real estate industry in Gujarat is undergoing rebirth. For FY 2024–25, the state saw the number of commercial project launches return to pre-pandemic levels, with 245 new projects, something not seen since 269 new projects were launched in 2019–20. This is a healthy recovery from the severe 58 % decline in commercial registrations from the Covid-19 crisis of 2020–21, when lifestyle changes and lockdowns severely hampered demand.

Market Dynamics & Investment Trends

As of January 2024–25, 31,520 commercial units registered, the highest level of registration since the pandemic ended. This includes 72 different projects in Ahmedabad alone which had a hefty investment of ₹3,394 crore.

In prior years, the declines in commercial projects (2019-20 and 2020-21) were notable and followed by significant recoveries in 2021-22 and by 2023-24; the boost seen so far in 2024-25 doesn't appear to be slowing down. The state observed a 15.6 % increase in new projects and the 20.7 % increase in investment.

A Shift Toward Green, Efficient Spaces

A second noteworthy trend is the rise of green building practices. In larger cities, approximately 40–50 % of new commercial projects are now green certified which are supported by incentives from the state government (7–12 % relief on chargeable FSI since it shrinks the overall building footprint). Energy savings of more than 30 % are also operationally beneficial. Buyers too are moving toward sustainable buyers as they prefer more energy efficient, eco-friendly commercial spaces.

This year, GIFT City welcomed a new member. One of the biggest privately held Taiwanese banks, CTBC Bank, has applied to the IFSCA to open an IFSC Banking Unit (IBU) in GIFT City. Along with other prominent banking leaders from France and the United Arab Emirates, this application was submitted.

CTBC Bank has recently applied to the International Financial Services Centres Authority (IFSCA) to take up more than 3,100 square feet of space in the renowned Brigade Towers, which are located in the vibrant GIFT SEZ (Special Economic Zone). With its first branch in New Delhi in 1996, CTBC Bank began operations in India and is now well-positioned to expand its presence in the country.

In a major step, Taiwan's Financial Supervisory Commission officially approved CTBC Bank's plan to open a new branch in the rapidly developing GIFT City in January 2025, strengthening the bank's ties to the Indian market.

In the thriving Gujarat International Finance Tec-City (GIFT City), CTBC Bank is not the only Taiwanese financial institution considering growth. Taiwanese authorities formally approved Taipei Fubon Bank's plan to open an International Banking Unit (IBU) in GIFT City earlier this month. The nature of the investment rules can be the same for both NRIs and persons of Indian origin (PIOs).

Before NRI investors invest, it is better to get a holistic overview of the factors affecting the Indian real estate market first.

It is important to clarify that investing in commercial real estate will need to be done under the regulations pertaining to the Reserve Bank of India (RBI), etc, meaning it must stay within the FEMA framework.

What properties can NRIs purchase?

Non-Resident Indians (NRIs) holding valid Indian passports can invest in both residential and commercial real estate in India. Investments can be made without the need for special approval from the Reserve Bank of India (RBI), which makes it much easier for NRIs to invest in real estate in India.

The RBI does not require NRIs to notify them of their property acquisition, so this means that NRIs can purchase as many properties as they like.
