The thing is, that question has too many reasons to use "are", lemme explain in a lay man way....

Firstly, it's a kollektive noun.
Sekondly, we know that a person kant be in a meeting alone.
Thirdly, since we use British english, "are" is used.
(if it was amerikan english, it wouldve been "is".)

On a normal day, the staff is in a meeting aint bad....

That's why I used that labour ish. We spell as 'Labour'... But amerika spell as labor.
