What do you gain from going to complain to the bank every time about the same issue? Why not just leave and look for better options? They obviously want to frustrate you to let go of that money. He needs a skill that will pay him in dollars, you can discuss what interest him among all these digital skills available, and you get a good laptop for him and probably monthly stipends for subscriptions till he get a grip of that skill (a year maybe).
