Canada is more expensive because most of their fees are higher that Western/Eastern Europe (except UK).

However, you can get very cheap & affordable education in both Europe and it's surroundings. Programmes of study start from Post-16, Undergraduate & Postgraduate levels of study, with full support on how to gain admission even when you have limited financial resources. Show your interest early so that you can gain admission for the next academic year. Fees are less than $10k per year inclusive, (depending on where you go in Europe).

There are ways to get full support on completing application process, Visa process, finding accommodation, work permit and how to integrate into the community. Even after completing your studies, there could be support on how to settle in the country as well.
