your friend is stingy lady. What is wrong with a woman helping out her husband with paying for the bills. I hate stingy women

To submit her salary for what?...And why would you say she's stingy when you know not why she was asked to? There's nothing wrong in helping the husband sort out some bills but this should be done willingly, and not all bills especially when the husband has the resources to fix it.
