The successful re-election of President Bola Ahmed Tinubu, GCFR, in 2027 is a mandate for every peace, progress, prosperity, and development-loving Nigerian, especially people of the Niger Delta Region.

The Administrator of the Presidential Amnesty Programme (PAP), Chief Dennis Brutu Otuaro, PhD., stated this in an address to the fifth batch of participants of the Leadership, Alternative Dispute Resolution, and Mediation Training for Presidential Amnesty Programme Stakeholders.

Organised by the PAP in collaboration with Alumni Association of the National Defence College of Nigeria (AANDEC), the fifth batch of participants had their training from Thursday, 18th to Friday, 19th of December, 2025 at the Ago Hall of the Nigerian Army War College, Asokoro, just as their counterpart were trained earlier from Monday, 15th to Tuesday, 16th of December, 2025 at the nearby Nigerian Army Resource Centre, Asokoro, Abuja.

In his address at the closing ceremony, Dr. Otuaro clarified that the present PAP focus on formal education and training is meant to equip the Niger Delta Region youth to become drivers of security, peace, stability and prosperity of the future.

The decision to massively deploy scholarship students to local and foreign universities, according to him, was informed by the need to utilise formal knowledge to build a greater future for Niger Delta communities.

Otuaro therefore urged the people to guard the South-South against the divisive politics of strangers and intruders in order to protect the mandate of President Tinubu, who is ready to do more for the people of the region.

That we have an interventionist agency does not mean that we can not prepare our people for the future. These activities mark the foundation we are building for ourselves.

“We are sending our children to universities both home and abroad because we are preparing them for the future. Today, we are training our people for a better future.

“We can not abandon our communities in the hands of uneducated and unserious people again,” Otuaro clarified before charging the newly trained to deplore their skills and knowledge for the good of their communities, Niger Delta, Nigeria and the humanity.

It will be recalled that under the effective leadership of Dr. Otuaro since March 2024, the PAP has deplored over 9,000 scholarship students to local and foreign universities between 2024 and 2025 while in-country deployment alone in 2025 stands at 4,500.

The objectives of the peace building training include: to enable stakeholders to provide effective leadership; to enable stakeholders to manage community level conflict; and to deepen the role of stakeholders to sustain existing peace in the Niger Delta Region.

In two different batches, stakeholders drawn from Phase One, Phase Two and Phase Three of the Presidential Amnesty Programme successfully participated in the Leadership, Alternative Dispute Resolution, and Mediation Training before leaving Abuja, certified in enhanced knowledge to demonstrate the value of effective leadership in the context of contemporary challenges in their respective communities in the region.

He particularly thanked President Tinubu for his unflinching love for the youth and people of the Niger Delta; lauded the National Security Adviser, Mallam Nuhu Ribadu, for his excellent supervision of the PAP; commended the management of the Nigerian Army War College and the Nigerian Army Resource Centre; then, applauded all the resource persons and training supervisors; and extended his gratitude to the leadership of AANDEC for the organisation’s beneficial partnership.

Concluding his address, Otuaro said, “I will like to thank President Bola Ahmed Tinubu, GCFR for his love and support. He loves the Niger Delta. Without his support, we would not have achieved what we have achieved today.

“Mr. President is very happy with the existing peace and stability in the Niger Delta. We will continue to build peace in our communities.

“At the PAP, we are focused on the mandate to develop and deliver for our people. This training marks the end of activities for this year. We will resume in the first quarter of next year.

“We all must agree on which way we want to go. Without agreeing on the direction that we want to go, we will continue to be disappointed. If you have any genuine challenges, my door is always open.

“Tinubu’s mandate is our mandate. Let us protect the South-South against strangers and intruders. I wish you all a merry Christmas, happy New Year and safe trip back home. I hereby declare this programme closed.”

My dear brother,

I vividly recall our conversation after the 2015 general elections—a deep and profound discussion about the state of affairs in Ijaw land and the Niger Delta as a whole. We reflected on how the struggle had been undermined and left abandoned due to political exploitation. Together, we explored ways to rewrite our story for the sake of posterity, recognizing that sustainable peace was the key to working with any government in power to drive development.

With this understanding, you took the initiative to reform the Presidential Amnesty Program, aiming to correct its flaws and demonstrate our commitment to genuine progress, ensuring that any administration could recognize our seriousness in bringing lasting development to our people.

Thankfully, President Tinubu was elected and acknowledged the significance of the region that sustains the nation’s wealth. In doing so, he provided us with the opportunity to rewrite our story by appointing you as the head of the Presidential Amnesty Program on March 14, 2024.

Over the past year, we have witnessed significant developments, with some events still unfolding. However, we have also seen individuals masquerading as champions of emancipation, yet driven by self-interest and personal gain, attempting to drag us back to the dark days.

My call to you today is to remain steadfast—not only in your efforts to reform the Presidential Amnesty Program and rid it of the decay that has plagued it over the years but also in your commitment to sustaining peace and driving development in the region.

The recent protests by a handful of agitators are not new to you—some fueled by jealousy, others driven by desperation, as their livelihood has long depended on unrest in the region. You have sacrificed so much for the progress we see today, and your dedication to the Ijaw cause has never been in question. Your relentless push to redefine our path is commendable, and for that, my prayers are always with you, now and always.

Following the renowned Kiama Declaration of December 1998 and the Warri crisis, the Niger Delta was plunged into chaos, marked by hostility, abductions, crude oil theft, armed struggles, robberies, and widespread unrest. Let us recall, especially for Nigerians and Niger Deltans, how the sound of gunfire became a familiar rhythm, and how the death of a son, brother, or relative in the pursuit of the Niger Delta’s emancipation was an all-too-common expectation for those living in the once oil-rich cities of the region. Youths in the region became experts in either detonating military explosives or crafting their own local bombs, resembling an improved version of the Oginigbe used during the Nigeria-Biafra Civil War. Environmental degradation and pollution became the norm, while street gunfights between rival groups, each claiming dominance, became a regular occurrence. The bodies of security agents, who had attempted to restore peace, were often found scattered across the streets, canals, and waters. Life became one of constant vigilance, as we lived each day like soldiers, always prepared for the unknown. Meanwhile, a devastating food crisis gripped the region, compounding the hardships faced by the people.

From the oil-rich lands of Gbaramatu, through the mangroves of Tuomo, to the deep waters of Akassa, the narrative remained unchanged—rising death rates, destruction of oil facilities, sea piracy, hijackings, and hostage-taking. Our mothers and sisters endured horrific assaults by military personnel, sent on special assignments to restore order. These and countless other atrocities unfolded between 1998 and 2009, during the Obasanjo administration and the early years of Yar’Adua’s presidency not forgetting the Odi-crisis that an entire community was razed by the Nigeria military.

By early 2009, the violent events were spiraling out of control, surpassing the capacity of government interventions. The people of the Niger Delta found themselves at war not only with the government but also amongst themselves. The call for resource control and self-determination reached its peak, and it was during this turbulent time that President Yar’Adua assumed office and offered an amnesty to High Chief Government Oweizeide Ekpemupolo and other agitators. At that time, Chief Owiezide was a prominent leader in the struggle for the emancipation of the Niger Delta, a role that earned him the widely recognized title of “GOC”—a symbol of leadership for the region’s agitators in their pursuit for development.

For us as a region, the announcement was initially not seen as a welcome development, though the promises often seemed like a distant mirage—still, it was better than the ongoing descent into anarchy. The entire region was weary of underdevelopment and the resulting consequences that had fueled the violent demands for resource control. Elders and leaders across the region began calling for the government to be given a chance to bring peace and progress. The acceptance of the Presidential Amnesty by Chief Government Oweizeide Ekpemupolo also known as Tompolo, marked a significant turning point in the struggle. However, it also sparked concerns and doubts about whether the government would follow through on its promises and truly prioritize the region’s development.

Fast forward to today, Chief Owiezide has seized every opportunity to bring development to the region. A few years ago, he played a pivotal role in resolving the crisis surrounding the NDDC board, which had sparked tension in the region. Over the years, he has consistently championed the cause of peace, urging the region to embrace it as the path to development. His sacrifices in maintaining peace have earned him respect from every government in power since 2009, not only as an ambassador of peace and development but as a beloved leader and a key stakeholder in the region. Chief Oweizede has selflessly mentored thousands of youths, helping them understand the different phases of the struggle. Today, his message remains one of peace and development, calling on everyone in the region to continue working towards bringing the government closer to the people.

Today, there are still calls from a small group of unrepentant agitators who saw the crisis as an opportunity for personal gain, amassing millions and billions under the guise of the struggle. These individuals continue to oppose the Presidential Amnesty Program, particularly when it is not led by one of their own comrades who profits from armed struggle or thuggery. However, the majority of people in the region are pleased that, not only has relative peace returned, but thousands of children are now beneficiaries of the Presidential Amnesty Program, receiving scholarships, skill acquisition trainings and empowerment opportunities.

Today, every oil-bearing community in the region has seen its youths gainfully employed through TANTITA SECURITY SERVICES; a private company owned by Tompolo. This initiative is aimed at discouraging criminality, vandalism, and unrest. However, a small group of miscreants, whose malicious intentions are well known to the people, continue to spread falsehoods. They have launched a campaign of defamation against Tompolo and his associates, seeking to drag the region back into its previous state of fear, rising death rates, hunger, kidnappings, hostage-taking, and armed struggles. This campaign, driven by selfish interests and jealousy over Tompolo’s widespread support from the people is to serve their personal gains.

We strongly reject any calls for a return to violence, illegal oil theft, vandalism, terror, sea piracy, and other forms of unrest. Those who fail to recognize the steady progress in the region and the positive changes taking place—including how youths who were once involved in armed struggles are now being reintegrated into the society—are missing the bigger picture. This transformation is driven by the efforts of one man—Tompolo—whose commitment to peace and development is reshaping the future of the Niger Delta.

Those opposing Tompolo and his private business, Tantita, are driven by envy towards his commitment to peace and development. They are enemies of peace and progress of the Niger Delta and, by extension, the entire nation of Nigeria.

For years, oil spills and illegal refining had severely impacted the aquatic life and livelihoods of fishermen and farmers in the Niger Delta. In addition to security and environmental protection, Tompolo’s leadership has created thousands of jobs for youths in the Niger Delta, offering them gainful employment in security, marine logistics, and environmental protection. High Chief Dennis Otuaro, PhD: A Visionary Leader Transforming the Presidential Amnesty Programme (PAP)

Since his appointment on March 18, 2024, as the Administrator of the Presidential Amnesty Programme (PAP) by President Bola Ahmed Tinubu, High Chief Dennis Burutu Otuaro, PhD, has demonstrated what true leadership means. In less than a year, he has restructured and reinvigorated the programme, ensuring that ex-agitators and youths across the region benefit from sustainable empowerment initiatives rather than short-term handouts.

Under his administration, over 1,700 beneficiaries have been enrolled in universities across Nigeria, reigniting the academic aspirations of young Niger Deltans who had previously been deprived of educational opportunities. Beyond education, his focus on vocational training, entrepreneurship development, and technical skill acquisition has provided sustainable pathways for economic independence.

Otuaro’s leadership has also strengthened stakeholder engagement and conflict resolution mechanisms, ensuring that traditional rulers, community leaders, and youth groups work collaboratively to maintain peace and stability in the region. His transparent and inclusive approach has restored credibility to the Presidential Amnesty Programme, positioning it as a vital instrument for long-term peace and economic development.

In recent weeks, politically motivated actors, including certain online media false news disseminators, jobless thieves, and depressed inhumane elements, and Delta Times, have attempted to distort the truth through false and malicious allegations against Tompolo and Otuaro. These fabricated claims, designed to mislead the public, are nothing more than desperate attempts to undermine the progress and positive transformation taking place in the Niger Delta.

To suggest that Dennis Otuaro is misusing PAP funds to sponsor international protests or that Tompolo is engaged in criminal activities is not only baseless but also an insult to the intelligence of well-meaning Niger Deltans. The Presidential Amnesty Programme under Otuaro’s leadership has been marked by transparency, accountability, and tangible development, while Tantita Security Services has been internationally recognized for its contributions to national security and economic stability.

Furthermore, attempts to drag the revered throne of the Olu of Warri into baseless controversies are regrettable and should be condemned by all stakeholders who truly seek peace and unity in the region. Tompolo and Otuaro have always maintained respect for traditional institutions and have never engaged in any activity that undermines the dignity of the Niger Delta’s esteemed royal institutions.

The Integrity Group strongly rebukes these unfounded accusations and calls on well-meaning Nigerians, Niger Delta stakeholders, and the Federal Government to reject these divisive narratives aimed at destabilizing the region.

In a troubling display of discrimination and self-serving behaviour, Jude Gbaboyor has been actively undermining Dr Dennis Otuaro, seeking to gain attention and secure employment at the expense of another's reputation. This behaviour reflects a lack of integrity and highlights the deeply rooted issues of partisanship and favouritism within the community.

General Francis Muturu, alias Aboy, has publicly addressed Gbaboyor's questionable actions, asserting that he was not a genuine participant in the struggles that led to establishing the Amnesty Programme. Instead, Gbaboyor emerged as a beneficiary, exploiting the program designed to support actual freedom fighters from the Niger Delta. This misrepresentation of his involvement calls into question his motivations and integrity.

The Amnesty Programme was created to provide support to those who indeed participated in the Niger Delta freedom struggle, not as a vehicle for partisan empowerment or personal gain. Gbaboyor’s actions suggest a blatant disregard for the principles of this initiative, as he attempts to distort its purpose for his benefit.

Furthermore, Gbaboyor's dismissal from his previous position due to embezzlement and misuse of funds raises serious concerns about his character. Such misdemeanours reflect a broader issue of corruption that undermines trust in leadership and governance within the community.

His recent attempts to drag the respected name of Tompolo Ekpemupolo into these unproductive conversations are particularly alarming. Tompolo represents a figure of honour and resilience for the Niger Delta people, and using his name to gain traction in a disreputable manner is nothing short of disrespectful. It trivializes the struggles and sacrifices made by those who fought for the region's rights.

In conclusion, Jude Gbaboyor’s tactics reveal a troubling pattern of discrimination, misinformation, and a lack of respect for the values and figures that genuinely represent the Niger Delta community. The community must recognize and reject such behaviour, promoting integrity and genuine advocacy over self-serving ambitions.

The Administrator of the Presidential Amnesty Programme (PAP), Dr Dennis Otuaro, has encouraged students under Programme’s foreign scholarship scheme to justify the Federal Government’s investment in them by taking their studies seriously.




Otuaro gave the advice during his meeting with the PAP scholarship students currently studying in the United Kingdom on Sunday.

Otuaro said in a statement by his Special Assistant on Media, Mr. Igoniko Oduma, on Monday, that much was expected from the students in their academic performance to justify the Federal Government’s investment in their education.

Otuaro told them that the PAP scholarship scheme had produced large number of graduates who made first-class and second-class upper divisions in competitive disciplines, including the sciences and clinical sciences.

He urged them to sustain the story of academic excellence by their counterparts back home in the foreign country.

According to him, many PAP graduates are doing very well in their post-graduation endeavours and contributing significantly to national growth and development.

The PAP boss stated that his administration was putting measures in place to make the scholarship scheme more robust to bridge the human capacity gap in the Niger Delta.

Otuaro said he would continually prioritize the scholarship and welfare of students studying in Nigerian and foreign universities under the ongoing reintegration phase of the programme.

He said this was in tandem with the vision of President Bola Tinubu for the peace, security, stability, and socio-economic development of the Niger Delta, as encapsulated in his Renewed Hope Agenda.

Otuaro stated that Tinubu was delighted by the success stories and the sterling academic performances of the programme’s scholarship students at home and abroad.

He said the president, encouraged by the excellent academic feats, had expressed a strong commitment to supporting the Office to deepen initiatives in educational and vocational training for youths in the region.

He thanked the President for his favourable disposition to the Office and his efforts to foster the transformation of the region through his Renewed Hope Agenda.

Otuaro, therefore, urged the students to be good ambassadors of the PAP, their respective communities, the Niger Delta and the Federal Government, by shunning negative acts that would bring a bad reputation to the country as a whole.

Otuaro, while addressing the students, said, “As PAP scholarship students abroad, it is very important that you study hard and aim to make the best grades in your academics.

“That is what you have been sent here to do, and that is what you are here to do and nothing else. Nigeria deserves nothing less than good conduct and sterling academic performances from you.

“We will always prioritize your scholarship and welfare because this is one avenue through which we can achieve our goal of closing the existing gap in the human capital development of our region.

“Let me take this opportunity to inform you that President Bola Ahmed Tinubu is very happy with the fact that PAP scholarship students are making first-class and second-class upper divisions in various courses of study, particularly in the sciences, engineering, and clinical sciences.

“Therefore, the Niger Delta is properly captured in Mr President’s Renewed Hope Agenda, which is why he is very supportive of the Office in terms of the educational and vocational programmes we carry out to deepen the reintegration phase of the programme for the benefit of our people.

“We are immensely grateful to Mr President, and that is why I urge you all to take your studies seriously and don’t disappoint the Federal Government, the PAP Office, and the Niger Delta region where you come from.”

In their reaction, the students expressed gratitude to the PAP boss for visiting them and prioritizing their scholarship and welfare.

The are particularly happy that the PAP boss took the decision to personally visit them which is clearly indicative of government’s seriousness to their education and welfare.

They promised to be good ambassadors and to do their best to justify the investment in their education and future.

The coalition of Niger Delta Youths Stakeholders, CNDYS, has berated the media attacks on the President of Ijaw National Congress, INC, Prof. Benjamin Okaba over his visit to the Administrator of the Presidential Amnesty Programme, PAP, Dr. Dennis Otuaro.

Reacting to another group’s comment, the youths coalition in a statement in Yenagoa, Bayelsa State, by its National Coordinator, Gen. Bodmas Kemepadei and Publicity Secretary Gen. Ellington Bakumor, said the attack on Okaba is not only a distortion of truth, but a “disrespect and insult to the exhalted office of the INC President and the Ijaw institution.”

They said: “We are aware that the handwriting on the wall is clear that group is an epitome of a pawn hiding under the shadows of enemies of Ijaw Nation who takes pride in the” Pull Him down Syndrome,” without mincing words, the sponsors are people who are relentless and hell bent on sabotaging Ijaw Nation.

“We read with disdain the public show of shame and embarrassing statement made by the faceless group where they cast aspersions against Prof. Benjamin Okaba for commending and endorsing an Ijaw son Dr. Dennis Otuaro led PAP.

“We are perplexed at the level of hatred the group cultivates against Ijaw Nation and institutions to have recklessly insulted the President of INC and further make unfounded allegations against the personality of a well respected Ijaw father and leader Prof. Benjamin Okaba.

” President Okaba remains the leader of the highest Ijaw institution and body, INC remains revered and respected to us as Ijaw people, therefore Prof. Okaba has jealously guided the principles, doctrines and aims of the founding fathers of the INC.

“Okaba remains the portrait of the INC and has the capacity to speak, commend, endorse or even caution any authority, person, office and group with the mandate given to him as President of the INC.

“However, we wish to caution against hatred and envy for condemning a performing and uncommon leaders of Ijaw Nation like Dr. Dennis Otuaro and Prof. Benjamin Okaba”.

The coalition also faulted statements accusing the INC President of singlehandedly endorsing Dr. Dennis Otuaro and congratulating new Head of Federal Service, Didi Walson-Jack, describing it as desperation and hatred taken too far just to please paymasters for a paycheque.

While warning against such divisive antics and to also caution his paymasters for the sake of posterity, the youths coalition advised that they make retractions and public apology to Prof. Benjamin Okaba, the INC and entire Ijaw Nation.


“We commend Prof. Benjamin Okaba and INC for the commendations and endorsement of Dr. Dennis Otuaro who truly is on the right path and has done credibly well since inception of office in March as Administrator of Presidential Amnesty Programme, we again, applaud Prof. Okaba’s led INC for commending President Bola Tinubu for appointing Dr. Dennis Otuaro an illustrious Ijaw son and the recent appointment of an Ijaw Daughter as Head of Federal Service Commission.

“As a group, we are resolute in our quest for a better Niger Delta Region and we cannot be cowed by a group of persons or individuals to feed their personal interest but rather collectively support policies that will benefit the Region. Unlike other faceless groups who are hiding at the back and living in the pockets of enemies of Ijaw Nation. We must stop them,” the coalition stated.

The Ijaw Youth Council, Western Zone has tasked Britannia-U Nigeria Limited to take responsibility and appropriate actions in the aftermath of a fire incident that rocked the Ajakpa Field (OML 90) drilling platform. This is as the leadership of the body comprising of Ijaw youths in Delta, Edo and Ondo States expressed displeasure with an alleged negligence displayed by the company. Daily Report Nigeria reports that the inferno engulfed the drilling vessel at the Ajakpa Field on Thursday, July 18. 2024, with the cause of the outbreak still to be made public. In a statement on Sunday by the trio of Nicholas Igarama – Chairman, Ebi Joshua Olowolayemo – Secretary, and Tare Magbei – Information Officer, the IYC Western Zone urged the company to take take mitigating actions without further delay.

The statement, drawn at the end of a fact-finding fact-finding mission to the Ajakpa Field (OML 90) drilling platform of Britannia-U Nigeria Limited, reads; “The Ijaw Youth Council, Western Zone, embodies the lamentations of Ijaw communities in Ogulagha Kingdom and its environment that are affected by the fire incident at the Ajakpa Field (OML 90) drilling platform of Britannia-U Nigeria Limited, 10.77 nautical miles south of Forcados Terminal in Delta State, Nigeria, which occured on Thursday, July 18, 2024.

“The IYC Western Zone expresses concern that more than 72 hours after the unfortunate incident that has attracted widespread attention, the facility remain in flames. “While we sympathize with the company over the sad incident resulting to losses, we condemn in strong terms the level of negligence displayed by Britannia-U Nigeria Limited in the face of potential escalation. “We have it in good authority that the havoc-wrecking inferno could have been avoided if the company had prioritized the welfare of our people by sustaining regular maintenance and repair measures. “The IYC Western Zone calls on Britania-U to with immediate effect put off the flames at the facility to avert wrecking further havoc that could arise from the incident site. “The IYC Western Zone witnessed with utmost dismay the level at which spilt crude oil content has overtaken the River Forcados once again. “Suffice to say that the River Forcados is not only a body of water but a lifeblood of numerous communities, providing essential resources and serving as a vital source of livelihood. The recent incident poses a great threat to the environmental health and economic well-being of communities situated along the River Forcados. “That Britannia-U Nigeria Limited should urgently implement actionable strategies to mitigate the impending harsh effects as a result of the incident by providing relief materials to its host – Ogulagha Kingdom, and other communities exposed to these challenges.

“That failure of Britannia-U Nigeria Limited to address the aforementioned resulting effects of the explosion and appropriate compensation according to international practice would be perceived as a slight and disregard for the welfare of residents of affected communities, that would not be tolerated. “Until appropriate remedial measures are effected in full adequacy, the IYC Western Zone will continue to hold Britannia-U Nigeria Limited accountable. “Emphatically, we demand utmost accountability and immediate action from Britannia-U Nigeria Limited restore the River Forcados to a liveable condition.”

The attention of the Ijaw Youth Council (IYC) Abuja/Northern Nigeria Chapter has been drawn to a statement credited to a faceless group "Project Niger Delta" led by one fictitious Princewill Timipre Ebebi with no known address, neither identity, faulting the Prof. Benjamin Okaba led Ijaw National Congress (INC) familiarisation visit to PAP boss, Chief Dr. Dennis Brutu Otuaro.

Ordinarily we won't have reacted to a faceless individual claiming to be a Director of an unknown Organisation. But for the sake of our revered leaders who we hold in high esteem, it is expedient we voice our displeasures.

1. As a Chapter of the IYC, and the host of the Presidential Amnesty Programme's office, we frown at this faceless individual claiming to be the Director of an unknown group in the Niger Delta, to desist from attacking our revered leaders. Attacking a revered Ijaw leader that is generally accepted, is tantamount to attacking the entire Ijaw Nation, which Prof. Benjamin Okaba happens to be the President.

2. We are calling on this individual to stop referring to Chief Dr. Dennis Brutu Otuaro PhD as "Self-acclaimed" Administrator. From all indications it is obvious this faceless individual knows nothing about administrative precedence, save for beer parlour gossip. Referring to a highly respected, learned and well accepted Administrator that has been given all the paraphernalia to man the affairs of the Presidential Amnesty Programme by President Bola Ahmed Tinubu as self acclaimed, is indeed laughable. As an organisation, we've waited for months for those claiming that Chief Dr. Dennis Brutu Otuaro is just at the PAP office without an appointment letter, to come forward to pull him out of the office or better still sue him for impersonation. After four months of his appointment, we are yet to see anybody come forward.

3. It is a known fact that Prof. Okaba was accompanied to the PAP office by the Secretary of the Ijaw National Congress, Chief Ebipamowei Wodu, Treasurer of the INC, Chief Philip Agu, Financial Secretary, Chief Kennedy Odiowei and a respected stakeholder of the region, Prof. Steve Azaiki, in which far reaching issues pertaining the Niger Delta were discussed
4. What is the fuss for someone to laud the achievements of a thorough bred Administrator for within four months of his appointment approved the deployment of Aviation Delegates for Type Rating Course in South Africa and as well opened portal for delegates that are willing to study in our various institutions to register for onward process towards their educational pursuit. Whose endorsement is bigger than that of President Bola Ahmed Tinubu, that the faceless group is worried about that of Prof. Benjamin Okaba's endorsement. The truth is that after Mr. President endorsement, the other validation comes from the delegates and this has since been observed from the leaders and members of the various camps, when he visited Warri for sensitisation recently.
President Bola Ahmed Tinubu saw in Chief Dr. Dennis Brutu Otuaro PhD a man who understands the plight of the Niger Delta people and as a product of the struggle he doesn't need the validation of a faceless individual claiming to be the Director of a seemingly faceless group.

5. As a Chapter of the IYC and as a critical youth movement whose chapter the Presidential Amnesty Programme's office is domiciled, permit us to boldly say that the PAP is now in a very strong, stable and safe hands under Chief Dr. Dennis Brutu Otuaro. His appointment and the initiatives he has mapped out within this short period, is a testament to the fact that the Programme needed someone who understands the reason why the programme was established.

6. Finally, the IYC, Abuja/Northern Nigeria Chapter will always act as a bridge builder and a symbol of unity to the Ijaw people. We shall continue to defend and protect the dignity of our highly revered leaders. We believe the Chief Dr. Dennis Brutu Otuaro PhD led PAP is ready to accept criticism. But it must be constructive and we are sure he is open to suggestions and solutions.

7. Those championing the fight against Chief Dr Dennis Brutu Otuaro should know that in every race, there is a finish line.

They particularly highlight the need for overhauling government intervention agencies, parastatals, and departments tasked with fostering development and peace in the region.

Expressing discontent with the prolonged neglect of pressing issues crucial for sustaining peace and development in the region, the Brotherhood is pleased with the screening and inauguration of the NDDC board. However, they express surprise at the government's encountered obstacles in providing funding.

The Brotherhood notes the Presidential Amnesty program's positive impact on peace and development since 2009. However, they express concern about the Presidency's silence under President Tinubu's watch. They question the alleged diversion of earmarked funds by Gen Barry Ndiomu (Rtd.) for reintegration, suggesting it may have been redirected for personal loans and grants to associates.The Brotherhood questions the Presidency's silence in the face of counter-allegations and protest threats from ex-agitators, suggesting it may tarnish the administration's early days. They also draw attention to concerns about interim appointments, questioning if the Niger Delta is becoming synonymous with such appointments, as observed in Buhari's administration.

The Brotherhood expresses growing belief in rumors among Niger Delta youths about Ndiomu's alleged manipulative tactics to retain power, citing his confident assertions that no one can remove him from office. They deem him the worst PAP boss in the program's history and declare support for any planned protest to shut down Abuja. Their stance is clear: they seek Ndiomu's removal from office and the appointment of a qualified individual with roots in the struggle for genuine representation.

The current peace in the region has led to a significant increase in crude oil production in Nigeria. This serves as a clear call for the president to address corruption within the Presidential Amnesty program. The plea is to prioritize the reintegration of disillusioned youths, aiming to prevent a resurgence of unrest. Over 90% of Amnesty beneficiaries are reportedly dissatisfied with the program's status or weary of past governments' deceptive approaches to their reintegration into society.

The growing call for the removal of the Administrator of the Presidential Amnesty Programme (PAP), Maj-Gen. Barry Ndiomu (rtd) is not out of place. Looking at the weighty allegations against the Administrator of the Programme, it's necessary we join the call for his removal in order to restore probity into the PAP.

There are so many undefended corruption allegations against the man. Issues of mismanagement of the Programme is a commonplace. Thus, looting becomes the order of the day. It's therefore important that Ndiomu be relieved of his job in order to properly investigate the allegations against him.

The PAP was created to take care of the ex-freedom fighters in the Niger Delta region who voluntarily accepted the offer of Presidential Amnesty. Maj-Gen Ndiomu who was not a product of the liberation struggle has an acute lack of the basic knowledge of the Programme on one side and the Niger Delta region on the other side. The PAP is the grease that continue to lubricate the wheel of peace in the oil sector.

A person who does not understand the dynamics of the Niger Delta struggle cannot lead a complex body like the PAP which is the reason for peace and tranquility to thrive in the region. Barry Ndiomu's lack of knowledge of the core values of the struggle has made the Programme veered off from the purpose it was established. He did not only turned the Programme into a cashcow to feed fat his pockets, he also gave loans to some unknown beneficiaries who have not been documented into the Programme.

It must be noted that Ndiomu's tenure in the office has practically cancelled all the re-integration and rehabilitation programmes in spite of having budgetary provisions for the those programmes. The PAP under Ndiomu has cancelled the Amnesty school programme which has helped so many ex-agitators to become graduates..

So bad, Barry Ndiomu's tenure in office has brought in mysery and squalor to the ex-agitators. Instead of focusing on his primary responsibility of integration and rehabilitation, Ndiomu is working in cahoot with some corrupt personnel in high places to turn the Programme into a looting spree.

He has practically sidelined the ex-agitators in the running of the affairs of the Programme. He is using his vintage position to suppress dissent voices amongst the beneficiaries who tried to oppose his inimical policies.

Mr. President should not risk the security of the Niger Delta region by entrusting a critical body like the PAP in the hands of a chaleton who have no single knowledge of the Programme. The Amnesty Programme had suffered a lot of administrative atrocities in the hands of looters who occupied the office for the past eight years.

Barry Ndiomu has overstay his usefulness in that office. We're reliably informed that he using his connections and unaccounted wealth to lobby for his continuous stay in that office. President Tinubu and the National Security Adviser, Mr. Nuhu Ribadu should not fall prey to his scheming.

This is the second time we are raising alarm about the corruption in the PAP. During the government of your immediate predecessor, we wrote a twelve page petition to him, itemizing the corruption in the Programme. President Buhari acted on our petition to remove the then Coordinator.

It's our duty to expose corrupt practices in public services. The Amnesty Programme under Ndiomu needs a holistic investigation. His presence in that office will obstruct any moves to investigate him. We therefore beg President Tinubu to immediately remove Maj-Gen. Ndiomu from the Amnesty office in order for the relevant authorities to investigate him.

The Amnesty beneficiaries are wallowing are abject poverty due to the mismanagement of the PAP but some persons who are privileged to be in the Office are swimming in billions of unaccounted wealth. We need a thorough weeding of that office in order to restore probity. Mr. President should heed to the voice of reasons by immediately remove Maj-Gen Ndiomu from the office.

The drums of protest continue to echo as concerns rise over Major Barry Ndiomu's (Rtd) inefficiency in reintegrating ex-agitators and freedom fighters into society and in the smooth operation of the Presidential amnesty program. The prevailing peace in the Niger Delta, juxtaposed against the conflict-ridden Southeast and Northeast regions, appears threatened by complaints not only of corruption but also of Major Ndiomu's oversight of the amnesty program's fundamental goals. This has initiated a cascading effect, drawing attention to the growing discontent, potentially leading the key figures in the Niger Delta to join the protest drums.

Lately, hundreds of ex-agitators enrolled in the second phase of the amnesty program convened in the Bomadi area to devise a strategy, contemplating two options: one, to advocate for an overhaul of the presidential amnesty program by removing Major Ndiomu, whom they accuse of following the path set by the past administration in terminating the program; or two, to return to their creeks where they belong. Operating under the umbrella of the 'Second Phase General,' this group has issued a 21-day ultimatum for Major Ndiomu to step down or face the discontent of those who have borne the brunt of ensuring peace, tranquility, and development in the region.

In his statement, Hon. Kingsley Warekuromor, Speaker of the Ijaw Mobile Parliament, highlighted that if Major Ndiomu is indeed following the past administration's approach to ending the Presidential Amnesty program, it indicates a lack of goodwill toward Presidential Tinubu, potentially inciting unrest in the region. Similarly, Ezonfade Otus-Kelly, an Ijaw Youth Council Leader from the Seimbiiri clan, reiterated the importance of reintegrating these ex-agitators. He claimed that instead of utilizing the allocated funds for this purpose, Major Ndiomu is redirecting these resources towards lobbying for a tenure extension after the expiration of his acting tenure.

The ex-agitators have pledged to lead a protest, expressing their dissent by promising to dance naked in the streets of Abuja after the expiration of the 21-day ultimatum for Ndiomu to resign. Their intent is to shed light on what they perceive as a fraudulent Presidential amnesty program under this administration. They plan to perform traditional "ogele" war songs without inhibition, as they feel Major Ndiomu has metaphorically stripped them bare.

Tabai England and Amb. Timibrabo Tevin of the Ijaw Patriotic Group, after assessing the ex-agitators' assembly, have urged the President to take necessary actions by appointing a qualified leader for the Presidential Amnesty program, aiming to rejuvenate and revamp the initiative. They expressed that Ndiomu not only fails to comprehend the genuine grievances of these agitators but has also become disconnected from the reality of effectively managing the program

"Do not let the Niger Delta region be engulfed in turmoil due to your incompetence and corrupt practices. The Amnesty program, led by Maj-Gen Barry Ndiomu (Rtd), has lost its effectiveness in disarming, rehabilitating, and reintegrating former militants and agitators into society. This has led to dissatisfaction among the youth in the Niger Delta, particularly in light of recent events in Rivers State and the upcoming Bayelsa State elections. It is evident that Ndiomu's interim tenure has long expired, both in terms of ideas and the delay in reintegrating these youths, especially considering the economic challenges in the country."

This is a strong appeal to the National Security Adviser, Nuru Ribadu, and the President to prevent a return to the turbulent conditions experienced prior to 2009, when Chief Government Oweizide Ekpemupolo led other agitators and initiated peace in the region. It is crucial to emphasize that, given the current economic challenges and ongoing events in the Niger Delta, it would be prudent not to politicize an office that is vital for promoting peace and development in Nigeria.

The corruption allegations, contract manipulation, and self-serving lobbying for appointments within the Niger Delta Development Commission marked that agency's operations. Regrettably, a similar pattern is now unfolding within the Amnesty office, and this is having a detrimental impact by fueling chaos, violence, and renewed agitations among former agitators. These ex-agitators are increasingly frustrated, given the rising oil prices in the global market and increased crude oil production in Nigeria. Instead of proper reintegration, Gen Ndiomu (Rtd) seems to be more involved in political maneuvering and lobbying, using funds that were meant for the youths' reintegration, reminiscent of a political affiliation or campaign

We absolutely do not want a repeat of the violence witnessed in 2019; we need a secure environment for offshore drilling rigs and production platforms. Therefore, it's imperative for the National Security Adviser, Nuru Ribadu, to take proactive measures by appointing a highly competent individual. This person should be someone with a deep understanding of the Niger Delta's concerns, as appointing an inexperienced individual could exacerbate existing issues.

Surprisingly, not only has Ndiomu run out of ideas after the expiration of his tenure, but he has consistently diverted program funds towards his personal agenda to remain in office, which some former agitators perceive as an attempt to secure a de facto third term.

The Niger Delta region's struggle for resource control initially revolved around institutions like the Niger Delta Development Commission (NDDC) and the Niger Delta Ministry. This movement led to the establishment of the Federal Government Presidential Amnesty program, designed to be overseen by a Senior Adviser to the Presidency. Its primary aim was to rehabilitate the disaffected youth, men, and women from the core Niger Delta states through education, skill acquisition programs, empowerment, and employment opportunities, both locally and abroad.

Unfortunately, the objectives of this program have been undermined by the current administration, which appears to be influenced by certain vested interests, neglecting the original purpose and ethics of the Presidential Amnesty program. Instead of focusing on rehabilitation, it seems that some individuals within the administration are using it for personal gain, straying from its intended mission.

People have remained silent, accepting the notion that this situation will eventually change, but this passivity is not conducive to progress. It's important to remember that "protest" is a fundamental aspect of democracy, especially in developing nations, as it serves to assert the principles of justice and equality for all.

Therefore, I would like to call upon His Excellency, President Alh Ahmed Tinubu, the President of the Federal Republic of Nigeria, to take immediate action by terminating the appointment of Major General Ndiomu who incompetency is a breeding ground for restiveness in the region as his tenure has not only elapsed but the General has ran out of ideas to re-integrate these ex-militants. This action is necessary to quell further unrest and appoint a capable individual from Delta states since Delta being the state that has suffered most during the restiveness is yet to get some one to head the reverend position, some one who can effectively manage the program in line with its original purpose, as well as align with Mr. President's agenda for national peace, security, and citizen welfare.

In conclusion, we believe that President Alh Ahmed Tinubu, with his well-documented goodwill towards the Niger Delta region, will consider this memorandum with a favorable response. His visit to Oporoza during the 2023 general election campaign and the honor of a chieftaincy title bestowed upon him by the Izons are testament to the strong bond he shares with the region.

Mr. President: I am Chief Government Ekepemupolo, referred to in good and odd times as Tompolo. I have played my insignificant roles religiously in the determined struggle of the Ijaw, nay Niger Delta, nationalities since 1993 against insensitive multinational corporations and the state.

In 2003, I left the average God-given comfort of my life without prompting and moved into our beautiful creeks of the Delta of the Niger (reversal mine) among others, to advance our divine and just cause. To date, I do not plan nor envisage a return to the artificial cities of Warri, Port Harcourt, Lagos, and Abuja with your response trend to our struggle.

The intellectual and political agitation of our people predates Nigeria’s independence hurried as it seems today, and the same fundamental and core issues remain unsuppressed and ever daring despite conscious attempts by successive regimes to simplify them through unending conference talks and committees without attending to the recommendations therefrom.

Reform proposals, from the Willinks Commission of 1958 through Gen. Ogomudia’s special Security Report to the Mitee Technical Committee, abound. Candidly, your committee on amnesty and its arm dealing with disarmament in content and operations are the same to the purified ramifications of our structured struggle. Who is deceiving who?

THE PEACE PROCESS

On assumption of office on 29th May 2007, MEND and the peoples of the Niger Delta greeted you with a unilateral ceasefire and opened a wide window for a peaceful resolution of the regional crisis. On 29th June 2007, your Vice President Dr. Goodluck Ebele Jonathan visited regional agitators in Camp 5 with a message of peace, and the process was agreed upon.

Therefrom, I have spoken with lowly and highly placed in your government including yourself emphasing on the cardinal demands of our people. No armed confrontation of skirmishes had occurred between agitators and the Joint Task Force until 13 May 2009 amidst the traditional festival of the people of Gbaranmatu, Who is really deceiving who?

Your government and our people met severally in Abuja, constituted joint committees with your former SGF Babagana Kingibe, present SGF, Ahmed Yayale, cabinet ministers and Defence Chiefs serving variously with our representatives led by Elder T.K.Ogoriba. We agreed on a few fundamental areas of great concern with sub-committees constituted to engage stakeholders preliminarily in the region. We agreed on a presidential visit, declaration of development emergency in the region, release of Henry Okah and others detained in connection with our agitation, pilot withdrawal of the Joint Task Force from the region and composition of oil commissions by regional states, among others that would be discussed in a formal dialogue between government and regional elders and youth leaders.

What happened to these agreements? Why did the events of 13th May 2009 happen instead of a gradual implementation of these preliminary terms agreed to whilst we kept our peace? Who exactly breached the peace and is transparently deceiving who?

AMNESTY AND DISARMAMENT

Your Excellency, your proclamation of Amnesty on 25th June 2009 is only viewed by my ilk as part of the peace process, which was breached on 13th May 2009. It is not viewed as the ultimate or that official act of oblivion or pardon on the part of your government to absolve without trial so-called offenders or group of offenders, intentionally forgetting or overlooking wrongdoings by same. We view the gesture as offer from nothing but it can be something with mutual sincerity and great will.

Why distort and simplify, as usual, our genuine struggle to crime and disarmament? Are crimes of kidnapping, abduction and hostage-taking synonymous to and with our region? Who kidnaps in Kaduna, Lagos, Kogi, Ondo, and the entire Eastern states of the country? Do the security agencies inform government correctly that 99% of crime cases in Port Harcourt are not perpetrated by agitators and core regional indigenes? Categorically, Politicians, Political and Commercial Crime Merchants all over the country are the architects to undo themselves and others. We are clear-headed agitators with an inherited defined vision and mission.

Why the push for disarmament within this space of peace, instead of engagement on the fundamentals that occasioned the armed agitation and its associated incidents? Who bought the arms with whose money? Except by make-beliefs and showbiz, can genuine disarmament be achieved with the Joint Task Force killing and destroying communities, with guns pointed at agitators to drop arms without commencing genuine dialogue on the regional fundamentals and possible mutual reconciliation? I make bold to state categorically that true peace and disarmament can only be seen occurred when and only when the Core Demands of the region are being addressed through a mutually progressive dialogue.

Mr. President, whilst hoping for the practical reality of that dialogue to usher in peace and justice.

I suggest the following as preliminary acceptables to the agitators:

1.WITHDRAW OF JTF AND DEMILITARILIZATION

The formation and operation of the Joint Task Force since 2004 has clearly indicated a scenario of replacement for coup plotting in the country, it has caused much image damage to Nigeria and colossal financial waste to the region. Is it part of its mandate for a military officer with rank of Lieutenant Colonel, Major or Captain to lead an “escort job” for multinational corporations? What are rank and file and junior officer doing in the region? It shows degeneration and calls urgently for an improved welfare status for the military which is gradually establishing the region as a survive pipe. Government must improve their welfare and make the barracks attractive and stop sacrificing our region for the stability of their polity.

I herein enjoin the withdrawal of the Joint Task Force and demilitarization of our region from Okirika and Kalabari Kingdoms in Rivers state through the civil Ijaw communities of Bayelsa state to the serene communities of Western Ijaw in Ondo, Edo and Delta states. The Joint Task Force makes no difference: instead it aggravates the conflicts to stay put in the region. They may win this war against our just cause: but they cannot win the peace in any guise not even in our region wherein every child of three and above sleeps with the knowledge of every pipeline meter criss-crossing the region. May 13, 2009 and its fallouts has and shall vindicate and triumph us ultimately.

2. THE RIVER NIGER DREDGING

Government characteristic- to-type has enlisted Chief Tony Anenih and Mrs. Deziani Allision Madueke to dredge the River Niger. Why is government pushing with intent to use the force of JTF to dredge the river instead of addressing the environmental hazards such will cause the communities therein as contained in the Environmental Impact Assessment report such as shore protection and adherence to local content? Legitimate governments all over the world address the communal fears and concerns of the affected before such projects are executed. I hereon disclaim any contact with Chief Tony Anenih on this issue as claimed. I remain among those opposed to it and I am committed to confront by any means necessary any real attempt to dredge the river without recourse to universal standards that are acceptable.

I also enjoin Chief Tony Anenih and Mrs. Madueke to tread softly: for this is an attack on our existence and identity. I consequently urge Mr. President to halt the process and direct government agencies to comply with agreeable standards for the management of the River Niger as a vital lifeline for our people.

3. THE SEPTEMBER BIDS & OIL BUNKERING

Oil bunkering is consciously being peddled by the JTF and Government in their bid to cover state failure and to malign our legitimate struggle. Such expensive ventures requiring huge finances power and contacts can only be carried out by the mighty in government and huge businesses. Who provides or buys the vessels and equipment? Who settles the military and has the connections with the foreigners and refineries? Who owns those vessels apprehended and disappearing? I make bold to urge Mr. President to show will and determination to stop bunkering in the region and see how the mighty in Lagos and Abuja will fall.

However, Mr. President how many Niger Deltans have oil fields, blocs or even allocations that girlfriends are entitled to in Abuja? Does it sound just amidst truths that Genral T.Y.Danjuma sold 45% of one of his marginal fields (Akpo Field) to a Chinese firm for 2.3billion Dollars, still keeping 55%? Can this happen to the Hausa, Yoruba or Igbo? Why must we suffer so much for a God-given blessing? Do you think there can be peace where the people do not have appreciable stakes in their resources and composition and operations of multinationals in the region? Emphatically NO!

CONCLUSION

Mr. President, this is my first personal missive to any government or its privies since 2003 and it remains on the fundamental demands of the region raised for over 50 years by our people who are starkly faced with the daily worrying reality of a hopeless life after oil. With sincerity of purpose and determined will, the crisis in the region remains the simplest to resolve. I urge you to authorize your government to commence dialogue with representatives of the people of the region, nominated from elders and leaders of youths referred to as Aaron Team by MEND, on the core demands of the region with pride and mutual balance.

Your Excellency, may I remind you that Major Isaac Adaka Boro died for this cause: our noble poet and playwriter got hanged with eight other Ogonis in 1995, Dokubo Asari and Henry Okah among others, got incarcerated in inhuman conditions for years, just as several unsung brethren have been murdered and several of our innocent communities completely destroyed. These did not stop the agitation of the people, instead it reinforces it in tactics and participation, How can killing Tompolo, Fara, Ateke, Boyloaf, Afrika, Shoot at Sight, Young Shall Grow and others stop the numerous unsung Tompolos in the creeks who owe our people at home and in the Diaspora this noble duty to bring justice and peace to our land? Kindly thread the path of dialogue, not force. There is no bad peace.

I salute the courage and sacrifice of our brethren in our blessed region in this noble struggle. I thank Henry Okah, Dokubo Asari, Fara Dagogo, Ebi Ben (Boyloaf), Ateke Tom, Shoot at Sight, Afrika, Joshua, Young Shall Grow and several others known and unknown for your past and present sacrifices.

I salute our brethren in the Diaspora, the Ijaw National Congress, Ijaw Youth Council, MEND, JRC, FNDIC, Yoruba Progressives, Northern Justice Known, the Warri Ijaw Peace.

PRESIDENT MUHAMMADU BUHARI AND SENATOR GODSWILL AKPABIO SHOULD AS A MATTER OF URGENCY CONSTITUTE THE SUBSTANTIVE BOARD OF THE NIGER DELTA DEVELOPMENT COMMISSION (NDDC)

I have watched and observed with keen interest, the circumstances surrounding the constitution of the NDDC board for some time now. I would have continued to keep watching and observing, but for love of the region and the country.

The continuous running of the Niger Delta Development Commission (NDDC) by a sole administrator at the instance of the minister of Niger Delta Affairs Senator Akpabio, is undemocratic and anti-development, hence unacceptable to the people of the region. The people of the region are averse to a one man show in a commission that is supposed to attend to the developmental needs of nine states, namely, Abia, Akwa-Ibom, Bayelsa, Cross River, Delta, Edo, Imo, Ondo and Rivers. It will likely set the region on fire, sooner than later.

The act establishing the commission provided among other things that it will be administered by a board comprising of a Chairman, Managing Director, Executive Directors and Commissioners who will be drawn from the nine states that made up the region. However, this provision has been blatantly undermined by Senator Godswill Akpabio and his co-travellers in the Presidency. There is no provision for either interim management committee or sole administration in the act that establishes the NDDC. Common sense will tell you that the so called forensic audit that has been used by Senator Akpabio to strangle the commission could be best conducted with a substantive board that brings all representatives from the nine states and other parts of the country. As one from the region, Senator Akpabios initial mission to audit past activities of the commission was seen as welcome development, but later the people realised that it was a personal mission to feather the next of his 2023 political ambition. Clearly, the present state of the commission is abnormal and could throw the relatively peaceful region in the country into chaos and acrimony.

Undermining the very clear provisions in the establishing act under the guise of an endless forensic audit is evil, and should be condemned by all well-meaning Nigerians. It is in itself an act of corruption as the people of the region have lost so much resources in the process of the so called forensic audit. No one can tell the amount of money that has been spent by Senator Akpabio in pursuing this divisive agenda. It is obvious that there will be another forensic audit to investigate the activities of Senator Akpabio by the time he let grip off the commission. This is disheartening and worrisome.

Senator Akpabio has refused to pay contractors even after evaluation of work done. He has selectively paid his cronies and those in the list of political patronage. It is an open secret that some contractors have been made to part with up to between 30% and 50% of the contract sum. I ask, where is the equity and probity of this sole administration?
There is no way things will continue in this manner. I am surprised at the recent silence of highly placed persons from the region on this matter. Perhaps, Senator Akpabio is not alone on this NDDC abduction. This must be a product of high wired conspiracy among persons from the Presidency, National Assembly and Security Agencies to perpetually silence all well-meaning Nigerians in this strange deal. Senator Akpabio should know that it is time to end this barbaric act as it will be concertedly resisted in the days ahead.
Senator Akpabios temporal reprieve from the Ijaw Youth Council (IYC) protest is a childs play compare to what is to come in a few days. He is about to be awakened to the rage of the Niger Delta region.

It is against this background that I wish to call on Mr President, members of the National Assembly and Security Agencies to work towards the constitution of the substantive board of the NDDC within a few days to avert a total breakdown of law and order that will equally affect crude oil exploration and exploitation activities in the region. I hereby proclaim a seven days ultimatum starting the date of this publication to inaugurate the substantive board of the commission.

Government Oweizide Ekpemupolo, popularly known as Tompolo is a former Nigerian militant, a billionaire businessman.

He was the commander of the Movement for the Emancipation of the Niger Delta (MEND) whose fight to emancipate the Niger Delta region led to the agitation against Nigerian government and different international oil companies.

This fight was majorly over the exploitation and oppression of his people as well as the devastation and degradation of the environment, caused by unchecked pollution through improper oil production methods. A kingdom that Was most affected by militancy, where their ancestral stool was desecrated, indigenes killed and maimed but as a people they were still focused on maintaining peace in the region yet some gullible political hopefuls feels the right thing to do is to mortgage the relative peace in the region with their political ambitions in making them the amnesty boss.

If a Gabramatu man isn’t fit then who? What justification do we have to say it shouldn’t be a Gbaramatu man? They were the sacrificial lamb that birthed this Presidency Amnesty Program and yet some of our Ijaw brothers think otherwise when it comes to appointing who heads the amnesty because their only call is monetary benefit through collective struggle of the genuine agitators of good governance in the region.

Some people have queried our interest and we have consistently told them that our concern is to ensure that we work in our drilling rigs and production platforms with some sense of security and as a group of professional as Oil and Gas workers in the region we want peace in the region hence we are asking the Presidency to do the needful by appointing Chief Dennis Otuaro who will have duly reconnoitered to be generally accepted by the region except for some few who thinks otherwise for selfish reasons.

Comr. Kingsley made this known to newmen after an intensive deliberation of Ijaw youths representing the 86 clans of Ijaw nation.

“Buhari’s agenda is born out of hatred for the people of the region and still sees himself as a Northern president five years after he won the elections. We are yet to hear or see an Interim Management in NNPC Board, in NPA, in CBN and other agencies and subsidiaries.

President Muhammadu Buhari has been urged to appoint credible Niger Deltans to head the the Niger Delta Development Commission (NDDC), the Ministry of Niger Delta Affairs and the Presidential Amnesty Program (PAP).

Coordinator of Ijaws in Oil and Gas, Ebipams Johnny, also known as Aluta Bishop, said this will avert disruption of oil and gas operations as threatened recently, by several host communities in the oil-rich region.

He made the call in a statement on Saturday, noting that the happenings in the three Federal Government parastatals, calls for concern.

Johnny stated that since the commencement of the current administration, the people have been calling for the appointment of credible individuals who are products of the emancipation struggle, in order to drive development across the Niger Delta.

He alluded that the present office holders can be described as “political merchandise whose sole intention is to rubbish the efforts of our fallen and living heroes and aggrandize wealth for themselves in exchange for the development of the region”.

Speaking on the threats, the statement posited that the region is “sitting on a gun powder with the non-challant approach of the Presidency in appointing credible sons.


“These happenings may wade ways for another crisis in the region and we envisage one which may go beyond control like what is obtainable in the North Central and Eastern states where the activities of insurgents have crippled economy and social life.

“We can’t be fighting both corruption and Boko haram and be birthing another phase of unrest in the Niger Delta by erroneously appointing people whose actions and inactions will lead to chaos in the region.

“We want to call on President Buhari to do the needful in a bid to avert the threats and counter threats we have witnessed recently in the region by appointing credible men who can come out with a master plan to curb unrest and bring the needed developments in the region”.


Johnny in the statement, opined that among several qualified Niger Deltans to head the Amnesty programme is Chief Dennis Otuaro, who has “pedigree as a son of the struggle”.

Stressing that the corruption saga that has bedeviled the NDDC, has made “mockery of the region” and incited some of the threats on oil facilities, the statement added “we want to be in our oil platforms and rigs with some sense of security.”

A Development Activist and Scholar, who holds the Traditional Title of The Ibe-Uyadonwei (Patriot) of oil-rich Gbaramatu Kingdom, Warri South West Local Government Area of Delta State, Chief Dennis Otuaro has congratulated Prof Munakurogha Adigio on his appointment as the Substantive Vice Chancellor of the Nigerian Maritime University, Okerenkoko.

President Muhammadu Buhari recently approved the appointment of Prof Munakurogha Adigio as the Substantive Vice Chancellor of the University. His appointment has been effective since June 11th, 2020.

In a Press Statement he personally signed and issued in Oporoza, Headquarters of Gbaramatu Kingdom, at the weekend, the Ibe-Uyadonwei of the kingdom, lauded President Muhammadu Buhari for the appointment of Prof Munakurogha Adigio as the Substantive Vice Chancellor of the Nigerian Maritime University, Okerenkoko.


Chief Dennis Otuaro, while congratulating the new Vice Chancellor on his well-deserved appointment tasked him on the need to hit the ground running immediately and fast track the development of the University to be one of the best in Africa.

According to him, the young Premier University had suffered some major challenges from the beginning and implored the new Vice Chancellor to bring his vast wealth of experience to bear in the development of the University.

In his words; “ I want to first and foremost, commend President Muhammadu Buhari for the well-deserved appointment of Prof Munakurogha Adigio as the Substantive Vice Chancellor of the Nigerian Maritime University, Okerenkoko. The President made a very good choice and we are happy about it”.

The Ibe-Uyadonwei of Gbaramatu Kingdom added that; “I want to implore the new Vice Chancellor of the Nigerian Maritime University, Okerenkoko, Prof Munakurogha Adigio to bring his wealth of experience to bear in the development of the University. He must do everything possible to put the University in the global map, he should partner with other Universities around the world for the overall development of the Nigerian Maritime University, Okerenkoko which is the first of its kind in West Africa”.

“The new Vice Chancellor should take the development of the permanent site of the University, at Okerenkoko as a major priority. He should ensure that all the Programmes of the University are accredited and the Dockyard of the University must not be diverted to somewhere else, the dockyard meant for the University must be located within the University. We have enough land for the expansion of the University”, he said.



Chief Dennis Otuaro assured the new Vice Chancellor of the total cooperation and unwavering support of the people of Gbaramatu Kingdom and the entire people of the Niger Delta Region.

” The Nigerian Maritime University, Okerenkoko has come to stay and I want to assure the new Vice Chancellor of our total support for him to succeed. He should feel free to seek wise counsel from well-meaning individuals from Gbaramatu Kingdom and the entire Niger Delta Region. He should be rest assured of our cooperation and support always”, the Ibe-Uyadonwei of Gbaramatu Kingdom stated.

Until his appointment, Prof Munakurogha Adigio was a Professor in the Faculty of Engineering, Niger Delta University, Wilberforce Island, Bayelsa State. He holds a PhD in Mechanical Engineering from the Loughborough University, Loughborough, Leicestershire, United Kingdom in 2006.

National Coordinator of Ijaws in Oil and Gas, Comr. Ebipams Johnny has predicted that the Niger Delta region may boil again if president Muhammadu Buhari refuses to appoint a substantive competent Ijaw son from Delta to manage the office as its coordinator.

The national coordinator, Ebipams made the prediction yesterday in a statement signed and issued to newsmen in Warri, a copy of which was sent to The Liberator Newspaper.

He also alerted Nigerians that recession is imminent after the pandemic, stressing that there is an urgent need to appoint a substantive coordinator in the Amnesty office to take care of the interest of the region.

Comr. Johnny particularly described the interim committee of the Amnesty program as an act of oppression taken too far, wondering on what Northerners would be doing in a program established for Niger Deltans alone.

He said President Muhammadu Buhari must urgently begin to strategize on economic recovery plans in a post-Covid-19 Pandemic era, stressing that the current administration must not allow a repeat of what happened in 2009.

The statement reads in part: “This is again a clarion call for the presidency to begin strategizing on sustaining safe operations void of vandalism in our Oil and Gas operations with the given fall in crude oil price and the politics that has beclouded the Presidential Amnesty Program.

“Our position as Ijaw professionals in Oil and Gas is to reiterate the obvious that recession is imminent after this PANDEMIC and feelers from our youths and survey conducted in the Niger Delta region is that the Presidential Amnesty Program is yet to address the core reasons why militancy thrived prior to the 2009 Presidential offer for amnesty by the Yaradua led federal government.

“We anticipate a reawakening of unrest in the region unless a competent hand with background knowledge of the ever-volatile region be appointed to pilot the Presidential Amnesty Program if not we are doomed and the national recession will be worse off in the committee of nations after the pandemic.

“Our call is a noble one not only to avert a recurrence of 2009 but to be safe whilst in our different oil rigs and production platforms. We have enjoyed relative peace and would want a continuation until these our brothers are fully integrated back to the society. We won’t fold our hands as Oil and Gas workers in this region and watch another attack on oil facilities.” Comr. Ebipams Johnny asserted.

Johnny noted that it is high time President Muhammadu gets serious with the Niger Delta region, frowning that the interim committee is against the interest of the people and that such grave error should be urgently corrected.
