While the formal extension to care workers happened in 2022, concerns around unethical recruitment practices, exploitation, and fraud were surfacing for years, even if they didn’t always dominate mainstream media. The government's response, though delayed, acknowledges these long-standing problems. However, I agree that ongoing demand for fraudulent CoS is sustaining the scam market, and addressing that remains a challenge.
