The plan indeed looks great and may be beneficial to the general masses in the long run. However, I think one problem that it does not address is that of multiple taxation. Real and significant for the poor majority the bill attempts to protect. Along with this development, a reform would be in order to harmonize all things tax in the country at the three levels of government, and some interventions as well that protects individuals and small businesses from unofficial tax collecting entities. A local government could collect tax from a given market, and then you have some boys group under some other pretext coming for same within the same period of time, or a business that pays official tax, and then has to pay again at multiple points should he/she requires to transport goods from one point to the other. I don't know for sure what the situation is currently with this problem, but I know it's real and any reform should take it into consideration.
