If yes they don't need to ask you money for setting out again , but if bits just that you want to start the build after site clearing you will need to pay for setting out .. Buy trailer of Granite (30 tons) instead of small lorry, you’ll save a lot that way.

I don’t know about your agreement with the engineer, price of materials may vary depending on location and scarcity (everyone knows sharp sand is often more expensive during dry season). But what I’d advise is you buy materials yourself and try to be present for the process so you can monitor the usage yourself, nobody can accurately predict the amount of granite or cement that would be used.
So you can start by buying 2 trips each of the sand and granite, you can decide to pay for the entire cement and ask them to supply it in bits as the project progresses, other than that they’d use broken bottle to shave off your hair. From my little experience in dealing with people
