The Nigerian government did not publicly release the names of most terrorism sponsors during the eight-year presidency of Muhammadu Buhari (2015-2023), despite frequent claims that lists had been compiled.

In early 2022, Buhari's Minister of Information and Culture, Lai Mohammed, stated that the Nigerian Financial Intelligence Unit (NFIU) had uncovered 96 financiers, 424 associates, and 123 companies backing Boko Haram and ISWAP, but the administration withheld the specific names citing ongoing intelligence operations.

The list of 15 entities (9 individuals and 6 Bureau De Change operators) was officially published in March 2024 by the Nigeria Sanctions Committee (NSC) under President Bola Tinubu's administration. In April 2026, the government expanded this campaign, announcing an updated list containing 48 individuals and groups (including figures like Simon Ekpa and IPOB), alongside concurrent terrorist financing designations by the United States.

Public skepticism toward Nigeria's list of 48 terrorism sponsors stems from a lack of transparent, verifiable data and the absence of high-profile political names. When the Nigeria Sanctions Committee released the list, they omitted critical identifying information such as photographs, genders, and the specific roles these individuals played within insurgent networks. Because many of the names are incredibly common in Nigeria, publishing them as plain text without context makes them indistinguishable from everyday citizens, creating a widespread belief that the list consists of fabricated or irrelevant names.

Furthermore, the public expected the unmasking of powerful political "masterminds"-such as corrupt elite officials or wealthy financiers-who have long been rumored to bankroll regional insecurity. Instead, the list is primarily populated by obscure, low-level financial couriers and regional Bureau De Change operators who are entirely unknown to the general population. Coming on the heels of secretive mass trials held behind closed doors, this focus on minor logistics operators rather than top-tier architects has led many Nigerians to believe the government is intentionally withholding the names of the true elites driving the crisis.
