Politics / Workers Owed Salaries Will Be Paid Soon – Osun Assembly by samdwaplord(m): 8:10am On Sep 02, 2015
Osun State House of Assembly has assured that the relief package given to the state would be judiciously administered, saying genuine workers would soon have their outstanding salaries payed. The public infrastructure abandoned until would also be attended to.

The Assembly also vowed to drive the anti-corruption crusade with its oversight functions, promising to break bureaucratic bottlenecks and red-tapism

In a statement by his Chief Press Secretary, Mr. Goke Butikakuro, speaker, Hon. Najeem Salaam, stressed that the parliament under his watch was more than ready to bring all ministries, departments and agencies to account on how budgetary funds appropriated to them were managed with a view to getting them to be on their toes and be accountable to the public.

Salaam reiterated that the state parliament has taken the first leg of its anti-corruption crusade through the passage of the procurement bill into law, stating that the law when signed by Governor Rauf Aregbesola would drive the processes of contract award, purchases of the government and other state transactions; noting that punitive measures were well spelt out for the transgressors.

The Speaker also disclosed that the parliament would obtain the report of ongoing workers’ audit and frisk it in order to be updated on the actual numerical strength of the work force of the state with a view to giving rough tackles to the would-be manipulators of the process.

Salaam said the Assembly was in full support of Gov. Aregbesola’s plan in plugging all the financial leakages and cutting of cost of governance.

Abuja – Authorities of the Nigerian Army on Wednesday, said it had identified the soldiers who violated the rights of a member of the public in Mararaba, Nasarawa state, on Aug. 8.
Brig.-Gen. Yusuf Shalangwa, Director, Legal Services, Nigerian Army, made this known in Abuja when the army appeared before the National Human Rights Commission (NHRC).
The News Agency of Nigeria (NAN) recalls that on Aug. 8, a photograph of a man lying in the mud, with some soldiers standing over him was seen on the front page of a newspaper.
Consequently, NHRC carried out preliminary investigation and gave the army an ultimatum to identify and produce the soldiers involved in the act.
“We have identified the soldiers involved in the violation of the rights of the man and we hope to take appropriate actions.
“The report of our investigations will be made available to the commission. We will give everyone a fair hearing,” Shalangwa said.
He assured that no one found culpable in the torture of the civilian would be spared after.
In his remarks, Executive Secretary of NHRC, Prof. Bem Angwe, emphasised the need for the commission and the military to chart a way in ensuring that rights of citizens were not violated by soldiers or other persons.
“We will have about 300 soldiers for training on human rights; we are sure that after the training the misconception on the issue of human rights violations will be brought to an end,’’ he said.
The executive secretary said the commission was informed that the victim had been attacked by angry youths in Mararaba before the soldiers intervened.

Condoms have been hyped as master-protectors
against $exually transmitted infections.
However, health experts are warning that in as
much as condoms significantly decrease
transmission rates of the most life-threatening
viruses such as HIV and hepatitis B and C, it’s
not foolproof.

At a meeting of cancer specialists at the
University of Nairobi last week, reproductive
health expert, Nelly Mugo, said that even as we
take protective measures using condoms against
most STIs including HIV/Aids, the rubber
sheaths cannot provide 100 per cent protection
against the Human Papilloma Virus
(HPV).“Condoms offer 60 per cent of HPV thus
the virus can spread through skin-to-skin contact
with infected areas of the skin not covered by the
condom such as the scrotum, anus, or vulva,” Dr
Mugo said.

The 2014 Kenya Demographic and Health
Survey, released last week, shows that male
condoms are the most popular method among
$exually active unmarried women. Unmarried men
too seem to prefer condoms as the popular method
to protect against STIs. But for a virus whose
disease has no symptoms, the inefficacy of
condoms allows for faster and wider spread,
especially amongst those with multiple s*x
partners.

The only 100 per cent effective way to prevent
HPV transmission is abstinence from any s*xual
contact, including or*l, an*l, and vaginal s*x. See

may not be a realistic option, Dr Mugo advises
remaining monogamous while in a relationship,

vaccination and screening for women. Women can
also pa$$ viruses without having any symptoms.
But the chance of females infecting men is
estimated at less than five per cent of the rates of
male-to-female transmission. There are more than
100 types of HPV and about 13 of these are
cancer causing, with HPV types 16 and 18 causing
approximately 70 per cent of all cervical cancers
worldwide. Sadly, it’s physically difficult to tell
whether your partner has the HPV virus unless
they have private part warts, yet those who do not
have visible signs can also spread the virus.
The other interesting aspect of this particular
virus is that you do not need to have s*x for it to
be pa$$ed on from one person to another. The
virus is found in the flora of the man-hood,
scrotum, vag1na, vulva@, or anus of a person who
has the HPV. One can get infected through
kissing or touching an infected s*x organs or
through or*l s3’x.

Since cervical cancer is the leading cause of
cancer deaths among adult women, in the
developing world, and the second most common
cancer among women worldwide, preventive
measures include getting a pap smear for women
and/or getting vaccinated.

Better still, it’s important that you be honest with
your partner about your s3’x history. Immunizing
all girls before becoming $exually active ideally
aged nine to 13 years in order to lower the risk of
HPV took off in Kenya under a pilot project in
Kitui County in 2013, targeting 20,000 girls.

Former President Jonathan said during his reception in Bayelsa
yesterday that before he became deputy governor of the state, he
had no interest in politics.

Narrating how he dabbled into politics, Jonathan said,
“It all started with me and Chief Diepreye Alamieyeseigha.
I knew Alamieyeseigha when he wanted to contest the
governorship of Bayelsa State under the defunct United Nigeria Congress Party. That was the first time I knew Alamieyeseigha.

We formed groups in every local governments – two persons to sign petition to enable Alamieyeseigha to contest. But a late Chief Judge asked me and one person from Ogbia to sign the petition.

Even though I was a civil servant, I signed the document. I was in the Oil Mineral Producing Areas Development Commission then. Of course, when he started his campaign, I joined.
“Not because I was interested in any elective office, but whatxdrove me into joining Alamieyeseigha’s team was that those of us from very small communities always have problems and sometimes you have to run to government for assistance.

I felt that if I worked with him and luckily he won, I would
know some of the people in government.

“When electioneering started after Abdusalami Abubakar took over, Alamieyeseigha did not call me.

But somewhere along the line because we had worked together, one evening, one Bozimo and another person came to my house and asked me to run with Alamieyeseigha as deputy governor.

“I was living in Port Harcourt then and I knew how primaries work and I said I would think about it.

In fact, the following day, I told Bozimo that I was not
interested, but the whole thing changed later.

The detail will come later. That was how Bozimo and
Alamieyeseigha brought me in and during the election, we won.

“From 1999 to date, my people and Nigerians have given me rare opportunity, rare privilege. I was deputy governor,
governor, vice-president and President of the country. I am
grateful to all Nigerians.”

“Nigerians have given me so much that I cannot stay back. That is why I maintain that we need peace in this country.
We need development in this country. Political crises don’t
bring development.

And I believe the new administration will work with all
Nigerians and make sure Nigerians are happy.

I am indeed happy about the statement the President made that he did not belong to any clique, but to Nigerians. I congratulate him for that.”

Ever since General Buhari won the election, all sorts of people in all sorts of places have been busy telling the Igbo that they should have voted for the winning team, that they voted emotionally  which is another way of saying that ultimate wisdom lies in voting for the winner.  The latest was that of Oba of Lagos giving the Igbo a marching order to vote for APC or else. Now this piece is not about who the Igbo should vote for or not but to tell the world who the Igbo are.

The Igbo are almost all Christians and their valuation of any situation emanates from their Christian values – which include among other things sacrifices and faithfulness to ‘friends’. That is why the Igbo, in all their dealings with other nationalities keep faith to fairness.

As far as the Igbo are concerned voting for Jonathan is being fair to the man who has shown them genuine brotherliness and support for the Ijaws and South – South people who are producing an executive president for the first time and from whose territory most of Nigerian sustaining wealth comes from.

They reckon that four years is not forever after all. Even when they know that they will suffer unexplainable persecution from their compatriots because of their inclination to fairness, they still went ahead and did what they perceived to be just. Even though they are well known to work hard for money but  money usually takes a far second when it clashes with the dictates of conscience. They are probably the only group of Nigerians that you can predict with great accuracy whom they will vote for in an election.

Don’t you think their voting pattern has further exposed them as an endangered specie?

Igbo do not vote out of fear of being marginalized by a predominant race or tribe wherever they reside. They vote in gratitude to those who have been fair to them. When the Igbo complained that Jonathan did not do much for them, it is not in comparison with former heads of state (who did absolutely nothing and left them to starve) but in comparison with what he did in the North and other southern parts of Nigeria.

If Governor Fashola has been fair to Igbo in Lagos, without discriminating against them, over-taxing them, milking them of their hard-earned money, setting up all types of  agencies to ensure that they do not do their business in peace, the APC have nothing to fear.  Igbo have a way of saying thank you to those who have been fair to them. In my book, Voting with Conscience, what the Igbo do is far superior to strategizing to join the winning team.

But the South-East voted massively for the PDP at the general elections even when they were not very pleased with the party’s performance?

When the Igbo voted massively for President Jonathan, it is because he kept faith with them. Has Fashola been fair to them in the past eight years?

My humble opinion is that he dealt ruthlessly with them.

Igbo should not be afraid of anyone but the Eternal who has been faithful to them in their struggle against injustice. Voting is about choosing a candidate who, given his past record, is likely to be fair and sympathetic to your cause and who has kept faith with you in the past four years. The Igbo should join other well-meaning Nigerians – Yoruba, Hausa, Efik, Fulani, Ibibio, Ijaw, Gwaris etc – in voting for those who will make Lagos truly metropolitan and not a tribal enclave.

Igbo should not behave like other races because we are not other races – we are the NDIGBO and we keep faith with those who have demonstrated spirit of justice, equity and fairness and not those who treat them like aliens in their own country.

Nigerian is not only about presidency. Decamping to the APC by some morally-weak politicians shows that they are in politics for their stomach and not for what they believe in. The only way the APC must be kept on their toes at the federal level is to ensure that they are not totally in control at the states’ level otherwise they will develop the sort of impunity that total control brings. I will advise Nigerians to vote for parties that will keep the APC in check all over the country.

Life for Chiemeriem Benjamin, who had a dream of becoming a banker, has come to a temporary halt as she accidentally killed her childhood friend, Lawrence Oloruntobi, during a minor disagreement.
The incident, which took place at Iba area of Lagos, has opened a scary new phase of life for the teenager, who hails from Abia State.
Chiemeriem told Vanguard: “Lawrence is my friend; we grew up together and have lived in the same environment from as far back as I can remember.
“On that day, I was just not in the mood to talk with him. When I came out in the morning, he tried to make some jokes, which we would ordinarily laughed about. But I told him I was not interested in such.
“I went out later that day and on my way back, I saw him forcing my younger brother to play in a stagnant body of water in front of our compound.
“My brother was crying out for help, because he did not want to be dragged into the water. I quickly walked up to Lawrence to stop him. He took it personal and told me he would slap me.
“Out of anger, I told him that even his mother would not dare slap me. He then went in to get a cane, which has always been his tradition whenever we are having a misunderstanding.
“I also rushed into our room to grab a knife. But my elder brother and a neighbour, called Iya Ayo, intervened and settled the matter.”
According to the 17-year-old, Senior Secondary 1 student, “about two hours later, Lawrence came back to meet me, threatening to deal with me. We started exchanging words, which later culminated in a fight.
“I went in and grabbed another knife just to threaten him.
“Unfortunately, while my elder brother, who intervened again, was trying to plead with Lawrence not to fight with me because I am a girl, I angrily stabbed Lawrence in the chest with the knife.
“It was only after my action that I realized what I had done. I started calling out for help because I was very scared.
“Few neighbours, who were around, responded and we quickly rushed him to a nearby hospital, but it was too late. He died.
“Sincerely, I never meant to kill him with the knife. I only wanted to threaten him, but I just do not know how and why I stabbed him.”
Vanguard learned that the case, which is currently being investigated by operatives in the homicide section of Lagos State Criminal Investigation Department, SCID, would soon be charged to court

Fresh indications emerged on Monday that the South-West geo-political zone would produce the next Deputy Senate President based on the ranking rule of the upper chamber which gives preference to returning senators.

A critical analysis of the incoming 8th Senate indicated that with a simple majority in the chamber, the All Progressives Congress’ members are expected to emerge as, Senate President; Deputy Senate President; Senate Majority Leader; Chief Whip; Deputy Majority Leader and Deputy Chief Whip.

A ranking senator, who preferred anonymity, told our correspondent that the APC Senate Caucus members were pushing for the Deputy Senate President slot to be filled by the South-West since the North-Central and the North-East were currently battling to produce the Senate President.

He said South-South and the South-East would only produce the Minority Leader, Deputy Minority Leader, Minority Whip, and Deputy Minority Whip because none of the senators from the zone, either new or old, was a member of the APC which would constitute the majority in the 8th Senate.

He said the North-West was expected to fill the slot of the Senate Leader, because there were many ranking APC senators from the zone.

But further investigations by our correspondent in Abuja revealed that there was a simmering battle among members of the incoming 8th Senate, as some new entrants were allegedly insisting that the ranking rule be set aside during the composition of the Senate leadership.

A ranking senator confided in our correspondent on Monday that some fresh senators, believed to have strong godfathers were also lobbying party elders to be elected as principal officers.

The returning senators, he added, were however insisting on the application of Senate Standing Orders 2011 (as amended) during the inauguration of the 8th Senate on June 4.

The rule stipulates that any senator who has been elected and has been re-elected into the chamber, has advantage over a member who is newly elected into the chamber.

Chapter II (2) of the Senate rules specifically removes any ambiguity about the status of Senators in the chamber.

The rule titled, “Election of presiding and other officers states that in determining ranking states that, “the following order shall apply: (i) Senators returning based on number of times re-elected; (II) Senators who had been members of the House of Representatives; and (iii) Senators elected as Senators for the first time.”

Based on this ranking rule, only senators who had been re-elected based on the number of times he had won elections in to the Senate, are expected to form the nuclei of the leadership.

Attempts to find out details of the meeting allegedly held in Abuja by the APC Senate Caucus were unsuccessful as some of the senators contacted denied knowledge of the meeting.

For instance, Senator Robert Boroffice (Ondo North) said, “I am in Ondo State at the moment. We are resuming tomorrow (Tuesday), and I don’t have any invitation to attend any meeting.”
