The exam will be written in your test location which you choose during registration. If your state of origin is Kano and you choose Lagos as your test location when applying, you will write your test in Lagos.

Based on the update on their site, it's state of origin

If your application is unsuccessful, don't give up yet. kindly try again later. After many attempt, my application was said not to be successful. I later try to login after like 10min. Boom....SUCCESSFUL
NOTE:Make sure you type your email, the way you typed it during registration (uppercase and lower case matter)
-use capital letter for NSCDC not small.
