Virtually all the states fly to Lagos but not all states fly to Ilorin. Put in another way, all airlines fly to Lagos (sometimes multiple times a day) but, not all airlines fly to Ilorin (for connecting flights) and terminal destination.

You don't seem to understand the game here. Same way it is hard for passengers to connect from Gatwick will be the same way it will be for passengers to connect from Ilorin. The results.
