The PUNCH had exclusively reported on
Tuesday that the failure by the Federal
Government to pay the allowances of
the
students had forced them into begging
and
resorting to illegal jobs, which put them
at
risk of deportation in Russia.
Following the report, our correspondent
gathered on Thursday that the students
had
since started getting credit alerts on
their
respective bank accounts.
One of the affected students, Moyosore
Ojuri, who is in her second year
studying
Metallurgical Engineering at the
Volgograd
State Technical University, Russia, told
our
correspondent on the telephone that the
sum
of $4,450 had been paid into her bank
account.
The money, she explained, included
$4,000
meant for her stipends from January to
August; $200 for annual medicals and
health
insurance, and $250 covering her
annual
protective clothing.
Ojuri said she hoped that the Federal
Government would begin paying them
their
allowances as at when due and save
them
from undue hardships.
“Before now, the Federal Government
owed
us from January to August. But now
they
have paid us everything. I can pay my
accumulated debts and I am sure that I
won’t
be sent packing from the hostel over
unpaid
accommodation fees,” she said.
One of the student leaders, Akinola
Akindamola, a post-graduate student of
the
Department of Mechanical Engineering,
Volgograd State Technical University,
Russia, stated that he and other student
leaders were going round to ensure that
all of
them, especially the new students, had
received their allowances.
Akindamola, who is the President of the
Senate Committee of Association of
Nigerian
Scholarship Students in Russia, said,
“The
payment of the money is in process and
I am
confident that by the end of today, we
would
all have been paid. The least problem
we
want now is to be financially
handicapped.
We appreciate the Federal Government
for
their prompt response.”
When contacted, the Director, Press and
Public Relations, Federal Ministry of
Education, Abuja, Mr. Olu Lipede,
confirmed
that the Federal Government had paid
the
students all their entitlements.

August 21, 2014 – Chairman House Committee on Diaspora Affairs, Hon. Abike Dabiri-Erewa said she has received reports about 322 Nigerian students on federal scholarship in Russia begging their colleagues from fellow African countries to sustain themselves.

“The Committee on Diaspora Affairs continues to receive numerous cries for help for our students in Russia through several channels; both at home and abroad”, she said in a statement, adding that though many of the students (and their parents) rejoiced upon receipt of the scholarship, they presently wish they were never awarded the scholarship as it appears to have brought them more hardship than joy.

“For over eight months (and counting) our students are yet to receive their monthly stipends. This act of unpaid student stipends is highly reprehensible and is beyond human justification. The haphazard manner of payment of BEA scholarship awardees needs to be addressed immediately with a view to implementing a permanent and long term solution”, she said.

Dabiri noted that towards the end of 2013, the House Committee on Diaspora Affairs had to intervene to resolve a similar issue for this same set of 322 students in Russia.

“Barely nine (9) months later and we are back again making a case for the students to ensure they are given what is rightfully theirs; this present means of scholarship administration for our students overseas is certainly unsustainable and the Federal Ministry of Education urgently needs to implement a policy for student stipend payments which is sustainable, timely and efficient”, she added.

The lawmaker said lack of prompt payment and subsequent student cash strap, has led to some of the students into begging from their fellow African counterparts (on the same BEA scholarship from their countries) including those from Ghana grin, Namibia, Uganda and even Sierra Leone.

“This act certainly does not bode well for our students and only further dents our nation’s already ailing international image. We need to act fast to ensure we do not provoke our students to adopt immoral means of survival.

“I would thus like to appeal to the Minister of Education through the Federal Ministry of Education to look into the above matter and ensure that it is resolved with immediate effect whilst striving to implement a system which is sustainable and capable of operating with little or no human interference”, she noted.

From January, more than 15,500 cholera cases were reported in five months in Bauchi state, Nigeria. About 14 000 of those were treated by MSF teams.
The cholera outbreak which began in January in Bauchi State, northeastern Nigeria, is now over. More than 15,500 cases were reported and about 14 000 of those were treated by MSF teams in Bauchi.

Outbreak more significant than four years ago
14 of the 20 districts of Bauchi State were affected by the cholera outbreak, however, Bauchi district accounted for over 90 per centof all the cases reported (population of Bauchi district is nearly 608,000). Two weeks after the beginning of the outbreak, MSF decided to intervene , beginning with a cholera treatment unit (CTU)of 30 beds in Kandahar (asuburb of Bauchi town) then a 150 beds cholera treatment center (CTC) at the main teaching hospital of Bauchi Town.

"This outbreak is more significant than the one we faced four years ago in the same State. Number of cases is higher but fortunately the case fatality rate remained low at 0.5 per cent, bringing the number of deaths to 83 so far", said Dr Abubakr Bakri , head of mission in Abuja.

Preventive measures
Between 40 and 45 per cent of cases were severe, requiring hospitalization for intravenous rehydration. In total, MSF teams treated over 8,500 inpatients in the cholera treatment centers. 30 oral rehydration points were set up by MSF in the district to treat non-severe cases.

In this type of epidemic and especially in a country or a city where the population are in the hundreds of thousands, it is important to contain the outbreak through preventive measures such as targeted hygiene measures to avoid contamination (especially of drinking water). In Bauchi, water supply is mainly from either public or private wells.

Water chlorination
The logistics strategy deployed by MSF was very much needed and very important. "We sent out 15 teams to go around Bauchi district conducting bucket chlorination and targeted well chlorination. The strategy also involved health education and hygiene messages”. The chlorination of water sources campaign was accompanied by preventive hygiene, transportation of drinking water, and treatment of wastewater.

"This intervention was successfully conducted in close collaboration with Bauchi State Ministry of health and the State’s Primary Health Care Development Agency”, Dr Abubakr Bakri said.

Cholera kills 1,555 in Nigeria, says U.N.

Lagos, Nigeria (CNN) -- A cholera outbreak in Nigeria has killed more than 1,500 people, the United Nations said Tuesday.

It is the worst cholera outbreak in Nigeria in recent years. The number of cases is three times higher than last year and seven times higher than in 2008, the United Nations Children's Fund said.

The outbreak has led to 40,000 cases in Nigeria and resulted in 1,555 deaths, UNICEF said. Women and children account for four of every five cases, the agency said.

The disease's spread seems to have been largely contained in Nigeria, where new cases are still being reported in parts of the country, particularly the northeast, the United Nations said.

Cholera: What causes it and how it spreads?

Several hundred deaths also have been reported in Cameroon, which borders Nigeria.

"There's a lot of people crossing over the border all the time," Dr. Eric Mintz of the Centers for Disease Control and Prevention has said. "So it's not surprising that cholera is also crossing over the border." Mintz is leader of the global water sanitation and hygiene epidemiology team for the Atlanta-based CDC.

Cholera is caused by a bacterial infection of the intestine and, in severe cases, is characterized by diarrhea, vomiting and leg cramps, according to the CDC. In such cases, rapid loss of body fluids can lead to dehydration and shock.

"Without treatment, death can occur within hours," the agency has said.

A person can get cholera by drinking water or eating food contaminated with the bacteria. During epidemics, the source of the contamination is often the feces of an infected person, and infections can spread rapidly in areas where there is poor sewage treatment and a lack of clean drinking water.

The disease kills about 120,000 people a year, according to the World Health Organization.

Two-thirds of rural Nigerians lack access to safe drinking water, and fewer than 40 percent of people in affected areas have access "to toilet facilities of any description," the Nigerian Health Ministry said in August.

Lagos, Nigeria (CNN) -- A cholera outbreak in Nigeria has killed more than 1,500 people, the United Nations said Tuesday.

It is the worst cholera outbreak in Nigeria in recent years. The number of cases is three times higher than last year and seven times higher than in 2008, the United Nations Children's Fund said.

The outbreak has led to 40,000 cases in Nigeria and resulted in 1,555 deaths, UNICEF said. Women and children account for four of every five cases, the agency said.

The disease's spread seems to have been largely contained in Nigeria, where new cases are still being reported in parts of the country, particularly the northeast, the United Nations said.

Cholera: What causes it and how it spreads?

Several hundred deaths also have been reported in Cameroon, which borders Nigeria.

"There's a lot of people crossing over the border all the time," Dr. Eric Mintz of the Centers for Disease Control and Prevention has said. "So it's not surprising that cholera is also crossing over the border." Mintz is leader of the global water sanitation and hygiene epidemiology team for the Atlanta-based CDC.

Cholera is caused by a bacterial infection of the intestine and, in severe cases, is characterized by diarrhea, vomiting and leg cramps, according to the CDC. In such cases, rapid loss of body fluids can lead to dehydration and shock.

"Without treatment, death can occur within hours," the agency has said.

A person can get cholera by drinking water or eating food contaminated with the bacteria. During epidemics, the source of the contamination is often the feces of an infected person, and infections can spread rapidly in areas where there is poor sewage treatment and a lack of clean drinking water.

The disease kills about 120,000 people a year, according to the World Health Organization.

Two-thirds of rural Nigerians lack access to safe drinking water, and fewer than 40 percent of people in affected areas have access "to toilet facilities of any description," the Nigerian Health Ministry said in August.
