FRSC Corps Marshall, Boboye Oyeyemi FRSC Corps Marshall, Boboye Oyeyemi Tue Feb 16 2021 The Corps Marshal and Chief Executive of the Federal Road Safety Corps (FRSC), Mr. Boboye Oyeyemi attained 60 years of age on November 26, 2020, but is still in service, and at the helm of affairs at the FRSC. This is a clear contravention of the laid down rules in public service, and also against the law of natural justice, and therefore morally wrong. It is on the premise of strict observance of certain routine by nature that mankind put in place the concept of tenure in positions of leadership, either elective or appointive. We are therefore focusing attention on the tenure of the incumbent FRSC Corps Marshal, whose continuous stay in office beyond 26th November 2020, raises serious moral and legal questions. Already, there are rumbles within the service over his continued stay, with petitions flying in very places, including the Presidential Villa, to stop the unfair attempt to perpetuate himself in office beyond legal stipulations. The incumbent Corps Marshal’s stay beyond November 26 last year will not only violate the nation’s laws but also stagnate young and energetic officers in the line of succession in the road safety agency. Mr. Oyeyemi must give way for fresh blood to reinvigorate the service. His appointment and stay in office are subject to the provisions of the public service rules. Much more so, he is a career public servant on permanent/pensionable appointment. He was appointed in May 2014 as Corps Marshal. One group, the Labour Voice, in its petition to the Secretary to the Government of the Federation (SGF), demanded that Mr. Oyeyemi be directed to immediately hand over to the next most senior officer in the Corps, to pave way for Mr. President to appoint a new Corps Marshal/CEO for FRSC in accordance with the law. The petitioners also referenced a 2009 circular by the then Head of Civil Service of the Federation (HoS) with the following number HCSF/EMS/EIR/B.63694/1V/T/96 of 27/10/2009, which makes it clear that any such officers must exit at the attainment of 60 years of age or 35 years of service. Mr. Oyeyemi knows fully well that he was due to be 60 years of age on the 26th of November, 2020 as at the time that his first tenure of four years expired in July 2018. If he wanted an extension, he ought to have retired at that point so that he can then take a tenured appointment, which will now allow him to run his full four-year (second) term of office. It is even disappointing that Mr. Oyeyemi, who is the first Corps Marshal to emerge from the ranks of staff of the FRSC to attempt to manipulate his way beyond his tenure rather than give way to others behind him to progress. One may ask what he is looking for? Is Mr. President not magnanimous enough to this man? Is he trying to cause confusion and disarray in the system? Is this the legacy he wants to leave behind? While calling on Mr. President to as a matter of urgency cause an investigation into the attempted manipulation of a section of a government circular to perpetuate his stay in office, the SGF and the HoS are also advised to ensure that the rule of law is upheld by directing Mr. Oyeyemi to swiftly submit his notice of retirement to take effect from the 26th of November, 2020. It also behoves the Corps Marshal to follow the path of dignity by adhering to the civil service rules and the Act establishing the FRSC to avoid arousing unnecessary tension within the Corps. The attention of the Federal Road Safety Corps has been drawn to a trending video recently being circulated online, showing one Muyiwa Akinbola, air traffic offender, who claimed his finger was damaged by FRSC patrol team in Lekki, Lagos State during the course of his arrest for violating established road traffic regulations. As a public friendly organisation, we consider it expedient to bring to the notice of the general public, the true picture of what transpired during the arrest. The investigation revealed that Mr Muyiwa Akinbola was apprehended on Wednesday 3/02/2021 for Use of Phone While Driving (UPD). Upon other checks carried out on the vehicle, it was discovered by the patrol team that the vehicle had no number plates visibly displaced at the appropriate spot on the vehicle. With the growing rate of car theft recorded on our roads in recent times, the team pressed on him to ascertain the status of the car. When confronted about the vehicle registration, the offender got infuriated and series of arguments ensued after which he left to the bank to pay his fine thinking that could stop the necessary investigation into the status of the car. When he came back to secure the release of the vehicle, he was further interrogated about a Commercial number plate (KTU 116 XY) purportedly belonging to the vehicle, placed on his dashboard to which he offered no explanation. The checks carried out by the Command also revealed that the Number Plate belongs to another vehicle entirely which raised the bar for suspicion and gave the officers reasons to doubt the ownership of the vehicle under reference. Seeing that he could not provide required proof, the offender left in anger and came back with his friend, wife and baby and impressed on the wife to make the trending video, claiming that his finger was injured by the personnel of the command and threatened to attack the command with Mobs. To ensure effective display of justice, the Corps Marshal, Dr Boboye Oyeyemi has directed the Lagos State Sector Commander to carry out thorough investigation, with a view to reveal the crux of the matter and forward the outcome of such investigation to the National Headquarters for necessary actions. In the same vein, as an organisation that does not harbour any form of indiscipline, and unprofessional conducts in its operations, the entire team involved in the case have since been recalled to the Lagos State Sector Command for interrogation. Members of the public are therefore advised to continue to believe in the transparent system of the Corps, as the outcome of the investigation and actions taken will be communicated as usual to the public through available platforms. The Chief Magistrate Grade I, Enugu North Magisterial District, His Worship, J.I Agu has ordered that Ifezue Chiamaka and her brother, Ifezue Emeka from Urualla, Ideato North local government in Imo State be remanded in Enugu Correctional facility for the alleged murder of Ijeoma Nneke, a 27-year-old Make-up artist based in Enugu on 11th November, 2020. The duo was charged on two-counts charges of conspiracy and murder as well as forcing the deceased to drink a substance believed to be poisoned after which they poured acid on her. During the remand proceeding, the matter was adjourned to February 24th, 2021. The prosecuting counsel, CSP Chike Nwachukwu who is also the officer in charge of legal, Enugu Police Command while speaking newsmen after the remand proceeding said the police have completed their investigation and have ample evidence to prosecute the matter and ensure that justice is served. Journalist101 recalls that On Wednesday, 11th November 2020 the deceased, Ijeoma who’s a makeup artist was booked for a makeup job in an undisclosed location but was told to just get to ESBS busstop and will be picked up from there after which she was found dead. Nnamdi Nneke, a brother to the deceased said they learnt that their sister was sedated by the suspect and her brother (now co-suspect) who helped in forcing a poisoned substance down her throat because according to them, Ijeoma was in a relationship with the supposed boyfriend of one of the suspects. The relationship between Chiamaka and the youngman in the mix was unknown to the deceased. He said that when Ijeoma suspected that all wasn’t well, “she sent an SMS to her colleague and through the use of technology (phone tracking), the suspects were arrested. “They called her to come for a make-up job which was a fake job because there was no job. When she got to the venue, she was locked up, drugged and was killed by pouring acid on her body,” the deceased brother said. He thanked the police for their efforts so far in the matter and said that their only prayer is for justice to be done as the pain the gruesome murder of his sister is unimaginable. The family of the deceased that were in court, were seen crying and calling for justice for their late sister. There are a lot of witnesses that are ready to testify on the matter, including a security guard that said he saw when the deceased was dumped at Maryland and acid poured on her by a man suspected to be the brother of the prime suspect. Also, the alleged boyfriend for whom the lady was murdered we learnt is willing to testify. |
