Russian Foreign Minister Sergey Lavrov says Moscow’s upcoming Victory Day celebrations on May 9 will have no bearing on the pace of its operations in Ukraine.

Speaking with the Italian outlet Mediaset, Lavrov insisted on Sunday that Moscow would not rush to wrap up its so-called “special military operation” in time for the anniversary, which celebrates Nazi Germany’s surrender to allied forces – including the then Soviet Union – in 1945.

“Our military will not artificially adjust their actions to any date, including Victory Day,” Lavrov said.

“The pace of the operation in Ukraine depends, first of all, on the need to minimise any risks for the civilian population and Russian military personnel,” he added.

Russia typically marks Victory Day with a large military parade in central Moscow and a speech by President Vladimir Putin hailing the country’s leading role in the defeat of fascism in Europe.

But this year’s celebrations will come against the backdrop of Moscow’s bloody military campaign in Ukraine, which Putin has justified with claims the ex-Soviet country requires “denazification” and other allusions to World War II.

“We will solemnly celebrate May 9, as we always do. Remember those who fell for the liberation of Russia and other republics of the former USSR, for the liberation of Europe from the Nazi plague,” Lavrov said.

He added that Russia is committed to working to prevent a nuclear war from ever beginning.

Thousands of civilians have been killed and millions displaced by Russia’s invasion, which began on February 24.

Moscow has said more than 1,000 of its soldiers have been killed in the operation. Ukraine claims Russia’s losses are much higher.

More than a quarter of Russian tactical groups have been rendered “combat ineffective” in Ukraine, British defence chiefs have said.

The UK Ministry of Defence (MoD) released its latest update on the situation on the ground in Ukraine on Monday morning.

They said that Russia is believed to have committed more than 120 battalion tactical groups – around 65 per cent of its entire combat strength.

However, more than “a quarter of these units have now been rendered combat ineffective”, the MoD said.

It added: “Some of Russia’s most elite units, including the VDV Airborne Forces, have suffered the highest levels of attrition. It will probably take years for Russia to reconstitute these forces.”

It comes after a US defence official said on Friday that the Russian offensive is going much slower than planned in part because of the strength of the Ukrainian resistance.

“We also assess that because of this slow and uneven progress, again, without perfect knowledge of every aspect of the Russian plan, we do believe and assess that they are behind schedule in what they were trying to accomplish in the Donbas,” the official said, speaking on condition of anonymity to discuss the US military’s assessment.

He said the US believes the Russians are “at least several days behind where they wanted to be” as they try to encircle Ukrainian troops in the east.

As the troops try to move north out of Mariupol so they can advance on Ukrainian forces from the south, their progress has been “slow and uneven, and certainly not decisive in any event,” the official said.

In other developments, Ukrainian Deputy Agriculture Minister Taras Vysotsky said in televised remarks that Russian forces have seized hundreds of thousands of tons of grain in territory under their control.

Ukraine is a major grain producer, and the invasion has pushed up world prices and raised concerns about shortages.

Meanwhile, a Russian rocket attack destroyed the airport runway in Odesa, Ukraine’s third-most populous city and a key Black Sea port, the Ukrainian army said.

Major General Andrei Simonov, 55, was killed in battles in Izyum near Kharkov, the country’s second city, according to Ukrainian sources.

He was Russia’s most respected electronics warfare commander, serving with the 2nd Combined Arms Army.

Simonov died in a devastating fightback by the Ukrainians against a Russian offensive. More than 30 Russian armoured vehicles were reportedly destroyed.

Unconfirmed reports say around 100 Russians troops were killed in the Ukrainian assault.

A video released by Ukrainians on social media purported to show the attack in which Russian forces appeared to be taken by surprise and defenceless.

As well as losing nine generals, Mr Putin has seen 36 colonels slain in little over two months fighting.

Military experts say this is an astonishing rate of attrition.

Mr Putin has sent his chief of defence staff General Valery Gerasimov to take personal command of the Russian offensive in eastern Ukraine.

But Simonov’s death, alongside 100 Russian troops and the reported loss of armoured vehicles, indicates another setback for the Kremlin leader who aims to declare the success of his mission on 9 May, Victory Day in Russia.

Simonov, from the Kirov region, was a graduate of the Tomsk Higher Military Command School of Communications and was seen as Russia’s military leading electronics warfare specialist.
