Am I the only one seeing this discount or is it a fast one konga is trying to play?

how authentic is this:
Saw a seller on jiji wit company name Mega Telecommunications
Insist on part payment because of this silly reason!
The reason for this part payment is because These products we sell are seized products by custom officials and we help them sell at affordable prices so each product has a release form that will be signed once the officer confirms the part payment of the product to be bought the delivery will move out immediately then when the product gets to you after inspection and you're satisfied with the product you pay the balance to the driver and collect your receipt, if you are not satisfied with the product your money will be refunded back immediately,After you have been register for delivery you'll be sent the account of the officer in charge to make your deposit, once the payment is confirmed your product will be delivered to you by the end of the day

This shouldnt be walking around during the day especially in a mall
