For want of time, the Supreme Court threw out PDP's case against the FG on the ground of locus, but considering 305, the case made by the Supreme Court is to the extent that the FG can invoke "emergency rule|powers" of discretionary grounds. His Lordships found 305 is not circumscribed by a body of rules, behavior or action. The FG decides what it feels is emergency enough to invoke the powers. For your info, a protest as you have just found by the students might in the discretion of Buhari, sufficient to call for an emergency. The discretion lies with Mr. President.

That exceptional power cannot be stretched into a general power for FG to dictate every decision made by a state government or state university.

So if your argument is that FG can intervene in the university fees matter, please point to the specific constitutional or statutory provision that gives it that power. Otherwise, Rivers is simply a false equivalence.... thank you

calm down! Rivers and Osun LG allocations are specific constitutional/legal powers...... they don't give FG a general licence to interfere in every state matter. State universities have their own legal and governing structures. So the question isn't "why can't FG intervene?" but "what legal authority does FG have to intervene in this particular case?"
