Dimension of picture = 7cm by 9cm
Dimension of (picture+frame) = 8cm by 10cm (1/2cm on either sides of the dimension of the picture)
Therefore, Area of frame = (10*8 ) - (9*7)
= 80 - 63
= 17sq cm. (C)
