Commissioning Safety Officer – Middlesbrough (circa £30 to £40 Per Hour – Dependant on Experience)
POSITION SUMMARY:
The Tees Valley energy from waste project is a unique technology and is a $500 Million project. The commissioning period of this phase 1 project will last several months.
To manage the safety, health & environmental issues of the systems handed over to the Commissioning team. To ensure that all contractors comply with local legislation, good industry practice & the clients highest HS&E & requirements. To be available to provide advice, guidance & other services as appropriate or as requested by the CSM. Interface with the onsite vendors & contractors to ensure safety levels are maintained between all disciplines and users.
The SSO may be involved with the following:- • Review & approval of contractors’ Q&S plans. • CSM, inc. safety audits & implementation of the clients safety req's. • Site induction training. • Permit to work procedures are followed & audited. • Risk assess & review construction plans. • Accident/incident investigation & reporting. • Meeting Customers with local HSE authority.
The CSO, as part of the site team & under the direction of the CSM, has a responsibility for the commissioning site HSE, security and welfare matters. Familiar with conditions that constitute a safe site, & able to manage construction & commissioning contractors’ activities to ensure that conditions follow the highest HSE standards of the client & local authorities. Regular site inspections, meetings, audits, testing, site walkabouts, ensure that site meets the required standards & instruct any required action. Participate in weekly progress meetings held between the CSM & the Contractors’ management to formally raise any concern & emphasize his instructions. Ensure that the personnel working on site has received adequate safety training, understands & complies with the clients HSE requirements. Actively participate to the site induction training sessions, keep records of attendances & individual induction test records. Ensure that weekly toolbox talks are occurring, dealing with relevant subjects & followed by all. Ensure that the site personnel has the legitimacy to work on commissioning systems & has the adequate training and experience for the task performed. Ensure, in coordination with the contractors & the client if applicable, that site emergency procedure, first aid, fire protection, escape routes & control of personnel/vehicles present on site are satisfactory at any moment during the project. Assist in accident/incident reporting & investigations. The CSO is expected to be a specialist in HSE, security & welfare matters. Advise the CSM as necessary regarding these issues. Ensure that works carried out on site comply with the Safety Permit to Work system, shall it be according to the client scheme and/or the clients procedure. familiar with any permit to work issued for the site and commissioning, check that the requirement are fulfilled & that conditions/method of work comply with the permit.
MINIMUM REQUIREMENTS AND QUALIFICATIONS:
The Safety Officer should have a minimum of a NEBOSH or safety related industrial type qualification & may vary depending of the type & level of experience in other related areas.
Supplemented by the following:
Good written, verbal and interpersonal communication skills
Knowledge of computer based applications (Microsoft Office) & a working knowledge of an ERP system (SAP, Etc...)
Confined space awareness qualified
Have experience in incident tracking methods
HAZOP & COSHH experience
Ability to read single line drawings, P&IDs & other technical docs.
Flexibility in terms of changing priorities

Yes most of the SHELL jobs i did,all what they require is just NISP certification and most job now are through recruitment agencies but dere are some site that are real good,DIS SITE is just for SHE's ALONE
