My first comment since 2012 that ve been following this thread: I can categorically tell u that there is no replacement going on in NSCDC presently. They will conduct an open recruitment like NIS... Confirmed.

that they can’t pay workers’ salaries in spite of
all the money at their disposal. They are now
going cap in hand begging the president-elect
for a nebulous bailout.
Speaking recently after paying a courtesy call
on Muhammadu Buhari in Abuja, Imo State
Governor, Chief Rochas Okorocha, told the
president-elect: “As it stands today, most states
of the federation have not been able to pay
salaries and even the federal government has
not paid April salary and that is very worrisome.
By May and June, that will be three months. We
wonder with the huge expectation from
Nigerians and people who have voted us into
power, we are hoping that the president-elect
will do whatever is humanly possible to bring
about a bailout not only in the states but the
federal government at least for people to get
their salaries and turn around the economy.”
It is a pity that our governors have descended
to this level of using the ever diligent and poorly
remunerated Nigerian workers as political
pawns this season. It is very incredulous to hear
state governors who are not being owed their
monthly allocations by the Federal Government
crying for bailouts.
Their actions are more pitiable considering the
fact that the Federal Government had informed
the governors few months ago, when it was
obvious that the price of crude oil would
continue to crawl in the international market,
that payment of salaries to civil servants should
be a priority instead of paying contractors.
Instead of adhering to that advice, they went on
unrestrained spending sprees during the
electioneering process.
Now, the governors have nothing to lose even if
all their workers starve to death. Why would the
governors pay workers when election is over?
What do they stand to gain by paying workers’
salaries? The answer is simple: No worker can
hold them to ransom at the polls because of
their inability to pay them.
The governors would rather pay their
godfathers and politicians in dollars than pay
workers’ salaries lest they are impeached or the
state made ungovernable for them. It is not a
hidden fact that the ForEx market is pressured
whenever federal government makes
allocations to the states. The money that is
meant for workers’ salaries is converted to
personal use as they travel abroad for shopping
and holidays.
The governors would rather pay contractors
who are embarking on white elephant and
ghost projects instead of paying workers’
salaries. Why do they do these? It is because it
is more profitable for them to pay their cronies
who are contractors. In certain instances,
paying contractors means certain percentage
will come back to them as graft and kickbacks.
Can someone ask these governors if their
security budgets have dwindled? What about
payment to their retinue of aides, special
advisers, hangers-on, commissioners etc.? You
can bet that these payments would not cease
for a second.
Amidst this so-called cash crunch these
governors have not relented in sending their
cronies to Jerusalem and Mecca on religious
pilgrimage on the state government’s bill.
Beyond the obvious reasons of corruption,
nepotism and short-sightedness, which have
made these governors unable to pay workers’
salaries, the huge debt they have plunged their
states into is also wreaking havoc on their
finances.
Our governors need to be schooled in the art of
fiscal literacy. They need to understand how to
prioritize and manage scarce resources. After
all, those ought to be some of the management
skills that should have qualified them to serve
as governors in the first place.
Instead of laying the blame on the doorsteps of
the federal government as a means of
beclouding issues and taking away attention
from their incompetence and extravagance,
they need to wake up to reality and do the right
thing.
Well-meaning Nigerians should continually task
these governors to do the honorable thing by
paying workers’ salaries instead of continuing in
their lavish lifestyles. This government may be
winding down, but our passion as Nigerians
who want to see the right thing done should not.
Our governors must not be allowed to think that
they can get away with such devious and
inhumane acts.
Enough is enough!

Many Nigerians would not vote in the forthcoming
general elections simply because they have relocated
from where they were originally registered. That,
however, needs not be the case as the Electoral Act
and the Independent National Electoral Commission,
INEC have instituted regulations to guide the transfer
of voters from one constituency to the other.
The essence of such transfer is to ensure that no
Nigerian loses his right to decide on who should
govern him under the nation’s democratic culture
and it is because of this that the commission advises
voters to register at the polling station nearest to
them so that the polling station would be easily
accessible on Election Day.
Whether you have relocated from one state to
another or within the same state, the same
regulations guide the transfer of a voter from one
constituency to another.
Section 13 of the Electoral Act as amended provides
the regulations to guide voters on transferring their
voter’s cards from one polling station to the other.
First, the person must write an letter to INEC stating
where he/she currently resides and the applicant
should attach the present voter’s card to prove the
claim.
The application should be addressed to the nearest
INEC office at the local government or state level.
Upon receipt of the application, the Resident
Electoral Commissioner will direct the Electoral
Officer of the applicant’s local government area to
enter his/her name in the transferred voters list.
Afterwards, the Electoral officer will assign the
applicant to a polling unit in his constituency and the
applicant will be issued with a new voters card. The
previous voters card will be retrieved by the
Electoral Officer
However, all applications for transfer must be
submitted at least 30 days before the date of
election. It thus means that anyone that has not
commenced the process now is ineligible to vote.

INEC PRESS STATEMENT
The Independent National Electoral Commission (INEC)
is strongly committed to ensuring that every properly
registered voter get his / her Permanent Voter Card
(PVC) for the 2015 general election. Contrary to
allegations in some quarters, no duly registered
person has been delisted from the Register of Voters;
neither will any be denied his / her PVC.
This reassurance is against the backdrop of temporary
challenges that have been experienced in the third
phase of the distribution of PVCs in some states, which
the Commission has been making vigorous efforts to
remediate.
INEC has since Friday, November 7th, 2014, been
distributing PVCs to registered voters in nine states
across the country under the third phase of the
exercise. Continuous Voter Registration (CVR) is
scheduled to hold in the same states from Wednesday,
November 12thto Monday, November 17th, 2014.
Similar exercises have already been conducted in 24
other states and the Federal Capital Territory (FCT)
under the first and the second phases of the
programme. The Commission deferred the
distribution of PVCs in four other states it had earlier
listed for this third phase because the cards for those
states have not been fully delivered by printers. It is
partly for the same reason that the Commission
rescheduled the distribution of PVCs in limited areas
of Lagos and Nasarawa states. The outstanding cards
will, however, be certainly distributed in good time
before the 2015 general election. They are presently
being produced and have been scheduled for
distribution under the fourth phase of the exercise
from Friday, November 28th to Sunday, November
30th, 2014.
In particular, it is completely false that INEC has
removed the records of 1.4 million persons from the
Register of Voters compiled in 2011 in Lagos State. It is
true that at the end of the 2011 general registration
exercise, the Commission announced a figure of 6.1
million registrants in the state. But when that data was
subjected to the Automated Fingerprints Identification
System (AFIS) software, 82,892 multiple registrations
were eliminated. Also, there was the technical
challenge of loss of data and incomplete data affecting
about one million records – mostly in 1,792 polling
units that were identified and made public before the
present exercise. That was why / how the Post-Business
Rule figure for Lagos State (on the basis of which PVCs
were printed) came down to about 4.6 million
registrants.
For avoidance of doubt, a pre-acknowledged data loss
and incomplete data of some registrants is not a
‘conspiracy’ issue as has been alleged by some notable
persons. It is a back-end technical challenge that is far
from sealing the fate of affected persons, and for
which INEC has already put in place measures to
ensure redress. The Commission has made provision
for eligible persons for whom PVCs could not been
printed due to data loss or defective data to come out
from Wednesday, November 12th to Monday,
November 17th, 2014 for their data to be recaptured
during the CVR. In special consideration for the 1,792
polling units in Lagos State where the challenge of data
loss is much pronounced, the CVR will take place at the
polling unit level, as against the Registration Area (RA)
level in other parts of the state.
The Register of Voters is the most important bedrock
of the credibility of any election. It is, therefore, not in
the best interest of the political process, or indeed the
enlightened self-interest of the political elite, to
needlessly impugn the integrity of the Register. INEC
hereby reassures the public of its unwavering sincerity
of purpose; which is the reason it has always come
clean on its operations, processes as well as challenges.
The Commission regrets the inconvenience caused
members of the public by the initial hitches in the
present exercise and pledges to attend to every
eligible registrant within the scope of its outlined
schedules. The Commission also restates its
determination to ensure that the 2015 general
election meets up to global best standards, and solicits
the cooperation of all Nigerians in this regard.

The reward for the beauty pageant was

competition last month.

Friday October 3, 2014, Ms. Damilare
Babajide, a 400 level Student of Faculty of
Law at the University of Lagos (UNILAG) was
rewarded with a new car alongside other
unannounced sumptuous perks as the winner of
the 2014 Miss UNILAG pageant.
The reward for the beauty pageant was far cry
from the reward given to the winner of the
university debate competition last month.
On September 10, Olaitan Zainab, a 200 level
student of Political Science who emerged from a
rigorous academic debate competition was
handed a sum of N100,000 with a laptop
computer.
The fiery debater, 18, was handed the package
of a laptop and a cash prize of N100,000 by the
university Vice Chancellor, Professor Rahman
Bello.
Last year, the winner of the university debate,
Ms. Mary Adegunloye, was given a cash prize of
N50,000 with a laptop computer. Sources
familiar with management organizers told
SaharaReporters that the paltry sum of N50,000
would be repeated this year, but criticisms of
some staff and student leaders on the campus
prompted an increase of N50,000.
In addition, the management was also
persuaded to give runners-up in the debate
competition a sum of N50,000 each, although
this was not done in the previous year.
Receiving her car and gifts today, Babajide, who
emerged Miss UNILAG, was presented officially
by the office of the Directorate of Student
Affairs (DSA).
SaharaReporters could not immediately confirm
what the other perks were, and particularly
what the cash reward was, but the winner told
our TV crew in an interview that the sum is
"encouraging".
Reacting to the disparity of gifts made to
winners of both the debate competition and
beauty pageant, some students on the campus
said the measly gifts to winners of academic
competitions compared to the sumptuous
packages to winners of beauty pageants will
definitely affect the morale of students in the
course of their studies.

Earlier today during its event in San Francisco,
Microsoft played a video detailing how its coming
Windows 10 operating system will handle a fusion of
touch, and more traditional mouse-based input. I
filmed a bootleg copy, but Microsoft just published a
more polished version, so you are in luck.
Handling both touch and mouse input is a rough line
to walk, given that computing form factors are often
based with a focus on one form of input more
than the other — this is one, of several reasons, why
Windows 8 has struggled. Windows 10 will have a
focus on both handling standard mouse and keyboard
inputs, touch, and everything up and down from
smartphones to servers.
Windows 10 is Microsoft’s apparent bid at bringing its
platform under a single roof. They are still building
it. Don’t expect what you see in the above to break
out in tomorrow’s technical preview.
Peter Bright of Ars Technica said it well:
Windows 10 will switch modes depending on how
it’s being used. Continuum switches the system
behavior depending on what hardware is
available, and it will dynamically change the
interface paradigm as that hardware changes. So
plug the keyboard into your Surface Pro 3 and it’ll
switch from touch-oriented to mouse and
keyboard-oriented.
If Microsoft can pull this off — today it only showed
the shortest of demos — it will have built something
approaching a truly flexible operating system that
could, perhaps, work from both here to there, and

This morning at an event in San Francisco, Microsoft
announced the next version of its Windows operating
system: Windows 10.
The name is definitely not in line with expectations,
but also comes on the heels of rumor talk that it
could pick up another title. Happily, the last 943
people to cover the operating system got the name
wrong. I am among them.
Starting today, Microsoft will launch a Windows
Insider Program that will give users who are
comfortable with running very early beta software
access to Windows 10. This first preview will be
available for laptops and desktops. A build for
servers will follow later. Microsoft says it is opening
up this beta process to get more feedback from
more users early on, but also noted that this will be a
learning experience for the company and that some
experiments users will get in new builds may not
make it into the final version.
The company went on to detail that its new operating
system will have a tailored user experience between
different screen sizes — that’s to say that if you are
on a smaller device, you will see a different sort of
user interface. The code will run across all device
categories: “One product family. One platform. One
store.”
Microsoft is currently riffing on the following:
Enterprise value, device management, the ability to
customize the store to the device you are on, and a
way to protect data. Or, to put it more precisely,
there will be the ability of the enterprise to manage
their devices, and “customize” their application store,
and so forth.
Put more bluntly, the company is going for the
enterprise crown.
As expected, the company is bringing back a few
features of Windows 7, too, including a redesigned
start menu that combines the basic Windows 7 menu
with the (resizable) tiles of the Windows 8 start
screen. Windows 8 Metro apps can now also open in a
windowed mode on the desktop, so you aren’t taking
into the full-screen mode by default and you can use
a “modern” Windows 8 side by side with a standard
Windows desktop app.
Windows 10 will also allow users to work with
multiple desktops. Thanks to Microsoft’s new “Snap
Assist” UI, the company is making it easier for these
power users who need these multiple desktops to
grab apps from multiple desktops and move them
around.
And yes – if you really want love your keyboard, you
can always drop back down into the command line,
too, which has also been improved quite a bit.
While Microsoft focused mostly on the regular mouse
and keyboard combo for interacting with the
operating system, the company stressed that it is not
giving up on touch. Windows 10 will still have a
Windows 8 like Start Screen for users on touch-
enabled machines, for example.
Some of the gestures will change a bit in Windows 10
(swiping in from the left now gets you a task view, for
example), but the overall feature set seems to be
very similar to that in Windows 8 and even the
Windows 8 Charms bar is still available.
One thing Microsoft did not show (at least so far), is
any other consumer features in Windows 10. What
the company did talk about a bit, however, is that
Windows 10 for the phone will look and work almost
exactly like the slightly pared down modern UI on
Windows 10. One thing Microsoft clearly learned
from the experience with Windows 8 is that if it
wants to build a single operating system and user
interface for every device, it can’t just optimize for
edge cases. Microsoft’s Joe Belfiore, for example,
noted that while it was an obvious choice to combine
the interfaces for tablets and phones, “the real rub
comes in the middle.” This time around, he said, he
feels “pretty positive about the outcome we are
going to get.”
