If the slow website is caused by traffic overflow only solution is browsing by night or at anytime you think there might be less traffic.

Although another issue might be the server location but fixing that is beyond you if you aren't the admin.

I have a little Question I need to clear, Can I develop a normal app like
Instagram, Facebook, using PYTHON and DJANGO alone??
Maybe it would not be as complex as the apps I just mentioned, but I want it to be a GOOD and FUNCTIONAL online application.

Sure. Instagram runs on Django I think, Netflix also runs on Python and I heard some department under usa d.o.d. also runs Django.

You will probably need a fronted library like react or the more robust Angular 4.
