INEC Officers Refusing To Pay Training Allowance For Ad Hoc Staff...Pic

I got to Inec office egbeda in oyo state this morning around 9am and i was so surprised to see crowds waiting to be paid their 4,500 training allowance, and the funniest part of it was that the electoral officer is not around,
however she came around 11:30am and they did not attend to the growing crowd.
then around 1:30pm when people have started leaving they managed to attend to people.
i wonder how inec will conduct a credible election when they failed in paying just 4,500 stipend for its staff
