They first have to do their own investigation to confirm if the person's channel or video went against the YouTube guidelines... If they don't detect anything going against their rules, you can report the video or channel hundred times, but it will still be up and running.

not when its being reported by multiple users .. they render it inactive whilst being investigated.... At that point she could lose followers, the monetization aspect..
