What if the school has instalment plan for students? Do they still need to have the balance in their accounts?

For the online, do I need to first upload to authenticate it at the Ministry of Education website then go to Ministry of Foreign Affairs to authenticate in physical? Or is it still online?
Or all processes are done online now?

If it is online, can I get the link to do so? Can eligible letter be gotten online too?

It is now online and it will come out in form of certified true copy which you can download from your email, print in coloured then take to ministry of foreign affairs for authentication, they no longer signs or stamp sticker on your original certificates and you can upload and pay online.
The first 2 below is the Sample of the new method, why the third is the old method.

checkout the new method of authentication, compared to the old system, from the picture
you can see it is no longer sticker stamp, it comes inform of a scanned photocopy and you can see the Ministry of education logo engraved in the printed certificate which can be scanned to verify the authenticity. This system is a welcome improvement from the old method of authentication and also it has helped to correct some of the challenges we encountered in the old method and it is this new method of authentication that many countries and even Embassy are using today .
