Obi was not the president of Nigeria, and so he is not in charge of security in Anambra. The police who killed the unarmed civilians did so with orders from Abuja.

This is what Peter Obi wants to change, to decentralise the police so that orders given in Abuja will not be used to murder innocent people in other states.
