Dogara has seen padding a tradition...It has been happening and no action was taken. Tell me, how wouldn't he be confident enough to say Padding is never or in any way "corruption".! Meanwhile, the true definition of corruption in there is not what we need to believe in this country. PMB is not using that dictionary. Dogara needs to be reminded that illicit arrangements are gross corruptions.
