I heard that Sharia law is practiced in Nigeria's northern muslim states and I was wondering about how its politically implemented.

Is it that these northern states have elections to the legislature and the legislature formulates the laws including Islamic Sharia laws?
Do the states also have state constitutions which establish the place of the Sharia in the legal frameworks of the states?

I also heard that the move to the Sharia was first implemented by the state governors which confused me a bit, and so I welcome any clarifications to my understanding of the topic
