I am also a 2013 awardee, had same issue, I tried for over 6 months until I got to the gtb head office at VI Lagos met a lady who helped me and everything was fixed within 3 weeks I got my new card.if you in Lagos you can easily go there chat me up on watsap if u need any help but also go with your school ID card and any other national ID.. Won the local last year, applied for foreign this year, was contacted and my school was contacted but never got the recent mail. Probably they cancelled coz of last year's local..

It is local for masters in nigeria, and it is sponsored also by Agip and nnpc, agip is also responisible for the other Nae scholarship for oversea so if you apply for this one you have no chance for the oversea own because they are both sponsored by agip. Also this nigeria own is mainly for imo,rivers,bayelsa and delta communities where agip and nnpc operates.
