Not all coren cert civil engrs are site competent.
Most got it just to work in an office that needs a coren cert engineer
Most of them don't know what to do when they get to site-no experience.
They rely on their masons and carpenters to even do setting out not to talk of fixing the foundation starter bars.
I have been in the field long enof to know about them.

Coren is trying but the engrs need to do better.

For me, the major culprits to this collapse thing is the clients. They most go for cheap and inexperienced labour

You are right.In every profession,there are incompetent and poorly or non-experienced ones.The profession regulatory body(COREN)has more to do.
