Not state police as they would meddle into civilian affairs and become a big distraction and tool of oppression.

What we need is a state army. In the US each state has its military. They are called National Guards. They are at the command of the state governor but the President of the country is still the commander in chief but they are responsible for internal defense of each state.

If we had this, it would be harder to infiltrate by terrorists and they will better handle the unique challenge of each state because they know the terrain better.
