That is a chronic ulcer. Might be a sign of an underlying sinister health issue. Stop applying stuff or self medicating. Go to a reputable hospital, preferably a teaching hospital if you can't think of one you're sure of. They will run some tests for you. Some of which may include imaging tests and biopsy of the wound. Very important!
