I Have a question pls but kinda out of what the forum is meant for ...is a 4g network dependent on how strong the 3g network is..asin must MTN 3g signal in an area be strong before someone can access 4g...

Probably this technician doesn't know what he is doing, when power ic keep spoiling or getting hot each time he changes it then there is a short somewhere and most likely the sio (controller) is bad. LDO (low drop out) is short all he needs is to check the impedance and communication of that line.
