it has started but can I get a new jamb number without my application been turn down

nop,the jamb numba am using I got it since 2009 then it was still mpce and I got admission dt same year into the state polytechnic but d issue nw is I couldn't get admission for HND till 2018 nw am above 30 how can I go abt it?
