Benue indigenes have raised alarm over the state government’s signing of a Memorandum of Understanding (MoU) with an America-based company, Juma International. According to Governor Samuel Ortom, the signing of the $1 billion agro-allied deal was geared towards achieving his administration’s objective of wealth creation for the Benue people. However, background checks on the American company has left little to be desired. A concerned indigene who requested anonymity said things looked fishy with the company. He said: “As an agric enthusiasts, I checked the company out. Quite true its a U.S based company but every other thing about it smells funny. For one, its registered address in U.S (1712 Pioneer Ave Ste 1504, Cheyenne, 82001, WY, USA.) has got a publication tittled ” a little house of secrets”. That address belongs to a law firm doing business on the cayman islands. I smell financial fraud.” Another questioned the credentials of the company in handling such deal involving huge amount of money having only been registered less than a year ago with no evidence of requisite capacity. “There is Juma International, LLC that was formed on the 17th of November 2015, just last year, registered with Wyoming Corporations Division with registration number: USWY000699753. There are no officers listed for this company nor are there any accounts listed for this company. This company has not been issued any license from an industry specific regulator to operate, even though none may be required, but if it is the same company that has signed a billion dollar MoU with Benue State government, how can it raise so much money and manage such an account when it is not even a year old and appears not to have handled any other business. The legal registered office for this company is: 1712 Pioneer Avenue Ste 1504 Cheyenne, WY, 82001.” Benue State government under the leadership of Governor Samuel Ortom has signed no less than 20 Memoranda of Understanding with foreign companies largely Chinese, however, some over a year ago without any concrete materialization. Reacting to the matter, Chief Press Secretary to the Governor, Mr Terver Akase, played down concerns stating the difference between an MoU and a contract. He said the government could afford to sign MoUs at will with any firm but are not legally bound to followup with a contract with that particular firm. “An MoU is just a document for two parties to reach a decision, a form of prelude to a formal contract. While an MoU does not contain enforceable legal terms, a contract does. So a government can afford to sign an MoU with company A but eventually not award the contract to the firm, owing perhaps to factors that later made such a deal not sail through.” Akase explained. |

The Nigerian Army Institute of Technology and
Environment Studies is to commence the
2016/2017 academic session with no fewer than
300 students in Biu, Borno, after relocation from
Benue.
The Rector of the institute, Clement Ojo, made
this known in an interview with journalists in Biu
on Saturday.
Mr. Ojo, a Brigadier General, however, said it
was only the School of Management that had
fully relocated to Biu because of personnel and
logistic challenges, adding that other
departments would relocate later.
The rector noted that the movement of the
institute to Biu was an indication that the
challenge of insurgency in the North East was
being overcome, adding that this would restore
confidence in the people.
“The entire North East has been ravaged by
insurgency; of course, this school is going to
restore confidence back to the people.
“It will create admission and job opportunities
for them and translate to economic development
of the area,” Mr. Ojo said.
He explained that the institute which had been
in operation under the Nigeria Army School of
Military Engineer (NASME) in Makurdi, was
relocated to Biu due to ongoing expansion of
the institute.
Mr. Ojo said the institute which was established
in 2001 and granted full autonomy in 2010, also
offers courses in technology, engineering,
general studies, and natural and computer
studies.
He said the institute was designed to train both
military and civilian middle level manpower for
the development of the nation.
The rector said the school offers admission in
the ratio of 30 percent to military and 70
percent to civilian populace.
He said the institute had recorded breakthrough
in the area of drone and maps to support

There is no doubt that Senator David Mark was
one of the most powerful persons in the last
administration. The Peoples Democratic Party’s
senator from Benue State remains the nation’s
longest serving President of the Senate. He has
won elections into the Red Chamber for a
record five times.
During the last dispensation, Mark, being the
President of the Senate, was a regular visitor to
the Villa. When he was not holding meetings
with former President Goodluck Jonathan on
pressing national issues, he was attending
strategic meetings of leaders of the then ruling
PDP.
Immediately the All Progressives Congress
ended the 16-year rule of the PDP with the
emergence of President Muhammadu Buhari as
the winner of the 2015 presidential election,
Mark recoiled into his shell despite winning re-
election. He no longer visits the Villa as he was
doing under Jonathan. Even on the floor of the
Senate, he keeps his calm apparently in order
not to be seen as intimidating the new
leadership, therefore making some people to be
jokingly referring to him as the Chairman of the
Senate Committee on Observation!
But on Monday, Mark made a surprise visit to
the Villa. Since he is no longer the President of
the Senate, his Monday’s visit was a clear
departure from the numerous visits he paid to
the seat of power during the previous
administration. In the past, Mark would be
driven straight to the forecourt of the
President’s office through the Service Chiefs’
Gate in a convoy of cars. There were a few
times he would decide to drive himself but with
a retinue of aides running after him.
The Monday visit was different. He walked the
long distance from where he came out from his
car through the Briefing Room and the Council
Chambers towards the President’s Office. State
House correspondents were surprised to see
him. We then quickly decided to lay ambush for
him so that he would tell the world, through us,
the purpose of the surprise visit on his way out.
As President of the Senate, Mark was not in the
habit of answering journalists’ questions inside
the Villa. He had a way of avoiding us and
quickly jumping into his waiting car. I recall that
there was a day I personally confronted him with
the fact that he had never talked to us. I
remember that he smiled, turned back and
promised that he would talk to us one day.
That promise went the way of a similar promise
made by Jonathan, he did not fulfil it until he
left office. That was the same way we
approached Jonathan for comments after he
attended his last Good Friday Service inside the
Aso Villa Chapel. He had lost the presidential
election then. As we approached him, the
former President smiled and said, “Don’t worry, I
will talk to you at the appropriate time,” as he
made his way from the chapel to his official
residence. The time was not appropriate until he
left.
Mark must have learnt from Jonathan. After the
Monday meeting too, the former President of
the Senate still refused to talk to us despite all
entreaties. The President celebrated Mark’s visit
on the social media when he posted the
photograph they took together on his Twitter
handle, recalling that he (Mark) was the military
governor of Niger State when he (Buhari) was
the Head of State.
It was however clear that that meeting had
nothing to do with those their past roles. There
is fire on the mountain in the Senate and the
government surely needs experienced hands like
Mark to handle it.
It would be recalled that he had been reported
to have warned against a move to start an
impeachment process against the President
during an executive session last week. That
showed that he is still a stabilising factor in the
National Assembly, a role he played well during
Jonathan’ s era.
Mark made life easy for Jonathan throughout
the former President’s tenure and defended him
even to a fault. He came under fire when he
reportedly manipulated the screening process
that ensured that Senator Musiliu Obanikoro,
who was then accused of rigging the Ekiti State
governorship election, was confirmed a minister.
Besides getting Obanikoro confirmed, Mark
never blocked any of Jonathan’s ministerial
nominations.
At a point in the life of the administration, he
convinced his colleagues not to pass a vote of
no confidence in Jonathan over the former
President’s failure to curb insecurity. In
November 2014 specifically, he foiled a move by
some senators to impeach Jonathan. In return,
Jonathan gave him several benefits including
the nomination of some ministers in his cabinet.
Jonathan’s defeat and the waning power of the
PDP in the Senate have certainly relegated Mark
to the background. But his visit seemed to point
to the fact that the present administration was
set to tap from his fountain of experience to
smoothen the relation between the Executive
and Legislature which has been roughened by
the court cases that the Federal Government
had instituted against Mark’s successor, Bukola
Saraki, and his deputy, Ike Ekweremadu.
As if to confirm this, Saraki on Thursday
reshuffled the leadership of Senate committees
to accommodate some lawmakers believed to
be against him. Can this be one of the fallouts
of Mark’s intervention?

I present to you photos of the Aqueduct
Veluwemeer in Netherlands. The
wonderful masterpiece of a bridge is is
located under a part of the lake
Veluwemeer and at the same time
connects the mainland Netherlands to
Flevoland, which happens to be the
largest artificial island in the world.
The aqueduct is 25 meters long and 19
meters wide and has a water depth of 3
meters that allow boats to pass through
without hindrance. Footpaths are built on
either side of the aqueduct to
accommodate people who want to enjoy
the spectacular view

Scholarship examinations into the
American University of Nigeria, AUN, will
be conducted simultaneously in six
designated centres across the country on
Saturday, August 1, between 9 a.m. and
12noon.
AUN’s Assistant Vice President for
Marketing and Recruitment, Linus
Ikuyrav, said candidates admitted into the
University for the Fall 2015 Semester on
the basis of their 2015 JAMB UTME scores
are eligible to sit for the examinations.
Candidates transferring from local and
foreign universities and those in
Academic Foundation Program are,
however, not eligible to take part.

The Department of State Services, DSS,
may have taken over the job of
monitoring downstream petroleum
distribution and marketing, as part of the
President Muhamadu Buhari’s measures
to stem the high level of corruption in
subsidy claims.
Consequently, retail outlets found selling
any petroleum product above the
prescribed government price will be
immediately shut down, while any depot
selling above the ex-depot price will have
to forfeit the subsidy claims on the cargo
that brought in the product.
The move followed the apparent inability
of the industry regulators, the
Department of Petroleum Resources,
DPR, and the Petroleum Products Pricing
Regulatory Agency, PPPRA, whose officials
were apparently overwhelmed by the
supply shortages to check sharp practices
and market excesses among the
operators.
Consequently, the DPR has scheduled
another impromptu closed door meeting
with marketers and other industry
stakeholders today (Wednesday) at its
Headquarters in Lagos, to update them
on the new development.
Confirming the development yesterday, a
top industry source who also attended the
meeting told Vanguard in a telephone
interview that the decision was made
known to stakeholders at a closed door
meeting which held in Abuja on Monday.
The source, who spoke in confidence said:
“DSS will lead the operations (monitoring),
and marketers were also asked to
monitor each other and to report any
sharp practices. “Government decided
that enough was enough and will no
longer condone any sharp practices in the
system.”
The source, disclosed that the meeting
was at the instance of the Federal
Government, and had in attendance the
representatives of the DSS, DPR, PPPRA,
Major and independent marketers, depot
operators and a host of other industry
operators.
The source added that attendants sat for
long hours deliberating on the best way to
arrest the unofficial price hike of
petroleum products in the market,
occasioned by supply shortages following
the inability of the government to pay
markets outstanding subsidy claims of
over N200billion.
Sudden hike in price
The source was responding to Vanguard’s
enquiries on the cause of the sudden
unofficial hike of both the pump price and
ex-depot price of premium motor spirit,
PMS, popularly called petrol and
kerosene, and the helplessness of the
industry regulators to arrest the situation.
Since the supply shortages set in some
months ago, marketers and depot
operators took the initiative to hike pump
and ex-depot prices to reap enormous
profit while waiting for government to pay
off their outstanding claims.
As a result, practically every retail outlet
sold petrol at above the prescribed N87/
Litre, to peg price at between N100 and
N150/Litre depending on the outlet and
location.
Similarly, rather than the prescribed N81/
litre ex-depot price, marketers accused
the depot operators of selling at N96/litre
instead, which they claimed forced them
to also hike pump price.
He said: “Such practices will no longer be
condoned especially with the involvement
of the DSS, who will use their intelligence
network to get to the root of the matter.
“The meeting decided that all marketers
must sell at the regulated price of N87/
litre of petrol. And anyone found to be
selling above this, the DSS will track the
outlet to the depot where the product was
lifted.
“If it was discovered that the pump price
increase is as a result of hike in ex-depot
price, then both the outlet and the depot
will be sanctioned.
“Originally, it was agreed that both the
outlet and the depot will be shut down,
but after considering the situation, if was
agreed that the depot will not be shut
down in order not to exacerbate the
supply situation.
“However, the depot operator will be
made to forfeit his subsidy claims on that
cargo, as it will be assumed that he has
reimbursed himself through the ex-depot
price hike.”
“We are meeting with DPR again
tomorrow (today) on the same matter for
them to tell everybody what is happening
and the need for all to ensure
compliance,” the source added.
DPR meets with stakeholders
Expressing shock at the takeover of parts
of its functions by the DSS, a top
management official of the DPR
confirmed the upcoming meeting with
stakeholders in Lagos today.
The official, who also spoke in confidence
in a telephone interview told Vanguard:
“The Downstream Unit only informed us
about the meeting holding tomorrow at
about 4p.m. today.”
He expressed shock that the Unit did not
give them full disclosures on the reasons
for the impromptu meeting saying: “It is
sad that everybody now do territorial
claim when the whole roof is caving in. if
there are new developments we should
know firsthand and not from a third
party.”
Agreeing that the DPR was overwhelmed
by the sharp practices in the industry, he
asked: “How can we effectively monitor a
situation where the marketer shows us
technical proof about the depots selling
above the ex-depot price, and the depot
operators in turn show prove at selling
under the regulated price?
“We heard their accusations back and
forth, and decided to hold an impromptu
meeting with them in Lagos a few weeks
ago, which was also reported by your
paper. Since it was an open meeting, we
expected the parties to openly make their
allegations. But nobody did. So how can
we hold anybody responsible?”
He, however said that the involvement of
the DSS was a welcome development as
long as it will bring sanity to the system,
seeing that DPR lacked the capacity to
fully monitor downstream operations. |
Lagos – The Federal Airports Authority of
Nigeria (FAAN) on Tuesday said that it
never denied Dame Patience Jonathan,
the wife of former President Goodluck
Jonathan, access to the VIP’s lounge at the
Port Harcourt International Airport.
FAAN’s denial is contained in a statement
issued by Mr Yakubu Dati, its General
Manager, Corporate Affairs.
The statement said the news report of the
incident which allegedly occurred on July
27 in the social media was misleading and
mischievous.
“We wish to state that no such thing
happened as Dame Patience Jonathan,
like other family members of former
Presidents and other designated principal
officers of Government, are officially
entitled to the use of airports’ VIP and
protocol lounges under the management
of FAAN.
“The Authority holds the former First Lady
in high esteem, being the wife of our
former President and, therefore, could
not have done anything that would
suggest disrespect for her person,” it said.
According to the statement, the former
first lady’s convoy was only denied access
to the foot of the aircraft during boarding
formalities at the airport in line with
international aviation best practices.
It said this was strictly for safety reasons
as prescribed by the International Civil
Aviation Organisation (ICAO).
The statement said: “Our security officials
explained this fact in detail to the former
first lady.
“We wish to recall that former President
Goodluck Jonathan in his recent trips
from the same airport, had to walk to the
aircraft from the protocol lounge, in
recognition of this ICAO
