You can't arrest an innocent person. But if you have evidence she knows her husband's whereabouts and is refusing to release the info, or that she connived with her husband to scam you, then you can go ahead to arrest her.
The ideal thing to do here is get someone to watch her, she'll most likely lead you to the husband unknowingly.

Yea, somebody arrested his wife recently for the same offense, he came out of hiding to finish his work.

No matter where the land is located, that offer is too small. Get a good lawyer who is vast in property law so that they'll not exploit you. But don't listen to anyone who tells you that Base Transmission Stations do have health implications, because it's all lies.

many factors attached, i think the offer has much to do with the location of the property, was told properties on the island attracts a higher offer compare to properties on the mainland.
