Pls how do I go about changing my local govt residence. I don't reside where I found my name . Wot do I do?

Pls I need people to advise me on this. I had a thought of going Into taking sewing classes in any public secondary schools. I have been to some schools in my area to discuss with them, and I ws told to come with my proposal. Please oo, my question is this ,do I need government approval for the proposal to be accepted or can there be any means by which the school Could hire me as a freelancer.Thx for your contributions.
