Bro, the first tin you need for this is having high place connection but if u don't have connection, then create connections for yourself.

U create the connection from the lower level of government and that one connection will lead to a high level connection wch will proceed up to other high level connections.

I don't know about knocking on company doors and asking to see the CEO but if u want to do that, go with a whole lot of confidence and appear lik someone wit connection(even though u don't have).

One key sentence that you can always use to penetrate government officials and politicians is
"I have lots i can offer but I promise you that you will benefit a lot from me."
