I also would say that a grad cert is not inferior to a graduate diploma or a masters degree. If you still have doubts, there are many youtube channels that compare these programs and may provide you with more information as it did for me. Also, i advise that you focus on the course modules and co-op options to determine which program or college that’s best for you.

A lot of colleges will exempt you if your transcript shows that your undergrad was delivered in english. Check the requirements on the school’s website to know for sure and work with it. Some programs may also accept Duolingo english test which is cheaper, faster and easier compared to ielts. If you’re applying for fall semester, you need to apply asap.
